The number of officers and members of the Police Department and the classes and grades into which they shall be divided is hereby determined as follows: There shall be one Chief of Police and such other Deputy Chiefs, Assistant Chiefs, Inspectors, Captains, Lieutenants, Sergeants, other supervisory personnel and police officers as the Chief of Police determines necessary and prudent. The number of Deputy Chiefs, Assistant Chiefs, Inspectors, Captains, Lieutenants, Sergeants and police officers actually appointed shall be fixed by the Chief of Police, subject to the approval of the Board of Estimate and Apportionment.

There shall be a detective staff designated and detailed for service connected with the prompt detection of and aid in the punishment of crime, and the Chief of Police is authorized to detail not to exceed 30 members of the regular force to act as detectives upon said staff, such detail to be continued during the pleasure of the Chief.
All patrolmen during the third year of service and thereafter during active service shall be members of the first grade; all patrolmen during the second year of service shall be members of the second grade; all patrolmen during the first year of service shall be members of the third grade.

There shall be a veteran grade which shall consist of such members of the regular force as above provided as shall have become, from age or other causes, incapable of severe or prolonged physical exertion. The Chief of Police is authorized to assign any member of the regular police force to the veteran grade when such member shall have become, from age or other causes, incapable of severe or prolonged physical exertion and shall assign any member of the veteran grade to the performance of such duties as shall not require severe or prolonged physical endurance. No member of the Police Department who shall be assigned to the veteran grade shall thereby lose his rank but shall continue to hold the same rank and title held when assigned to the veteran grade.

The Chief of Police is authorized to appoint one police surgeon, two police matrons, one automobile mechanic and one painter assigned to duty at the police garage, four patrol drivers or chauffeurs and six station house keepers to be appointed from the labor list and such other employees as are necessary for the proper conduct and care of the Police Department. In addition to the foregoing, the Chief is authorized to appoint 60 special officers to be assigned by the Chief to such duties and at such times as may be deemed necessary to further promote the efficiency of the Police Department. The compensation to be paid all of the foregoing appointees shall be subject to the determination of the Board of Estimate and Apportionment. Such appointees or any one of them may be sworn in as special officers, but none of the appointees provided for in this section shall be considered regular members of the police force.
