There is hereby established a department to be entitled "Department of Youth and "Workforce Services."
There shall be appointed by the Mayor a Commissioner of Youth and Workforce Services who shall head the Department of Youth and Workforce Services and who shall serve and hold such office at the pleasure of the Mayor.

A. 
The qualifications for eligibility to hold the office of the Commissioner and the compensation of the Commissioner shall be established by the Board of Estimate and Apportionment.
B. 
The Commissioner shall appoint, to hold office during his or her pleasure, a Deputy and such other subordinates as may be prescribed by the Board of Estimate and Apportionment.
C. 
In case of the absence or inability of the Commissioner or of a vacancy in the office, the Deputy Commissioner shall discharge the duties of the office until the Commissioner returns, his disability ceases or the vacancy is filled.
The Department of Youth and Workforce Services will work collaboratively with the community to administer, oversee and manage support services to enrich and further develop the lives of young people, and their families and will administer programs for youth and eligible adults under the Workforce Development Act through:
A. 
Establishing and developing a system to ensure the coordination of youth and family service providers who are committed to addressing the problems which confront our youth and families.
B. 
Encouraging the development of community-based family-focused programs, which ensure comprehensive services to address the special needs of youth and their families.
C. 
The Albany Plan, a summer youth employment program which provides employment opportunities for the City's youth.
D. 
After-care programming which provides supervision and support for juveniles during the critical period following their release from incarceration, day treatment programs, residential programs and other facilities.
E. 
Youth development programming which provides education and vocational training to disadvantaged youth.
F. 
Workforce development programming which provides individualized and coordinated services to enable eligible youth to assess their strengths, interests and needs, achieve academic success, and gain work experience and leadership skills.
G. 
Career Central: to oversee and administer the City's human resource and employment and training programs and initiatives as set forth in Part 17, Division of Workforce Services of this chapter.
H. 
Annual reports.
(1) 
The Commissioner of Youth and Workforce Services shall prepare an annual report describing the activities of employment, training and education programs funded through the Workforce Development Act and administered through the City of Albany.
(2) 
The information contained in the annual report shall include but not necessarily be limited to the following:
(a) 
A description of the Workforce Development programs administered by the Department, including staff, services, resources and costs associated with the individual programs.
(b) 
Performance standards as compared to the service delivery area's standard for programs administered by the Department, including employment rates, weekly earnings and employability enhancement rates for program participants. The data should reflect breakdowns for public assistance recipients, youth and other participants.
(3) 
The annual report shall be submitted to the Mayor and the Common Council by October 31 of each year.
