This article shall be known as the "Administration
and Compliance Provisions" supplementary to applicable standards of
the Housing Code of Albany, New York.
The purpose and scope of this article is to
provide uniform administration of and compliance with applicable standards
of this code and to establish the responsibilities of parties concerned
therewith.
This article shall not apply to premises which
are not within the purpose and scope of this code.
Rooming and lodging house operators shall be
responsible for compliance with this code in regard to the following:
A. Limiting occupancy to the maximum permitted by this
code.
B. Maintenance of safe and sanitary conditions in all
parts of rooming and lodging house premises.
C. Maintenance and operation of all required service
facilities.
D. Maintenance of cooking and refrigeration fixtures
and appliances within his control and all plumbing and other building
equipment and facilities in an operative, clean and sanitary condition.
E. Sanitary maintenance of walls, floors and ceilings.
F. Keeping exits clean and unencumbered.
G. Disposal of building garbage and refuse in a clean
and sanitary manner.
H. Extermination of insects, rodents or other pests on
the premises.
I. Installation and maintenance of required screens.
No owner, operator or occupant shall cause any
service, facility, equipment or utility which is required to be supplied
by the provisions of this code to be removed or shut off from or discontinued
for any occupied dwelling unit except for necessary repairs, alterations
or emergencies.
