A violation of the provisions of Articles II through V, inclusive, of these rules and regulations is an offense, and each such violation may be punished by a fine of not exceeding $250 or by imprisonment, or both. Each such violation shall be subject to a civil penalty not exceeding $250 in an action or proceeding brought to the Corporation Counsel of the City of Albany in a court of competent jurisdiction. Each day of continuing violation shall be subject to a separate such fine, imprisonment or civil penalty.
The Corporation Counsel may maintain an action or proceeding in the name of the City in a court of competent jurisdiction to compel compliance with these rules and regulations or restrain by injunction any violation of these rules and regulations, notwithstanding the provisions of § 299-46 hereof for a penalty or other punishment.
Where any violation of these rules and regulations
causes expense to the City, such violation may also be punished by
a civil suit against the violator brought by the Corporation Counsel
of the City of Albany in the name of the City in a court of competent
jurisdiction, to recover such additional cost.
