The improvement of the quality of the emergency
medical treatment (EMT) and advanced life support (ALS) services that
are available to all of the residents of the Town of Cortlandt are
of paramount concern to the Town Board. In the face of population
growth, urbanization and technical change, the Town Board has determined
that it is appropriate to establish various districts within the town
to persist in providing volunteer ALS/EMT services throughout the
town. In order that the Town Board may continually update and improve
the services in these areas that are available to the citizens of
the town, the Town Board does hereby establish the Emergency Medical
Treatment/Advanced Life Support Advisory Council to advise the Board
on a regular basis as to issues of interest in this area and to make
recommendations to the Town Board and to assist the Town Board in
implementing volunteer services in this area. Establishment of an
Advisory Council for this purpose is a necessary step in the ongoing
development and growth of the Town of Cortlandt.
The Town Board of the Town of Cortlandt does
hereby create and establish an Emergency Medical Treatment/Advanced
Life Support Advisory Council which shall be known as the "Cortlandt
ALS/EMT Advisory Council."
A.Â
The Cortlandt ALS/EMT Advisory Council shall consist
of seven (7) members appointed by the Town Board for terms of two
(2) years. The first four (4) members appointed shall hold office
for terms of one (1) year and the second three (3) for terms of two
(2) years, and the successors of all seven (7) initial appointees
shall be appointed to full terms of two (2) years. Persons residing
within the Town of Cortlandt who are interested in the improvement
and operation of the ALS/EMT services available within the town shall
be eligible for the appointments to this Council. The Town Board will,
however, appoint at least one (1) member to this Council from each
fire district and ambulance district providing services to the residents
of the Town of Cortlandt in this area. Vacancies on the Cortlandt
ALS/EMT Advisory Council shall be filled in the same manner as the
original appointment, except that a vacancy occurring other than by
expiration of term of office shall be filled only for the remainder
of the unexpired term.

The Town Supervisor, a designated member of the Town
Board and the Medical Director of the ALS/EMT services in the Town
of Cortlandt shall be ex officio members of the Council. Ex officio
members of the Council shall be entitled to vote.
The Town Board shall designate a member of the
Cortlandt ALS/EMT Advisory Council to act as a Chairman thereof. At
the first meeting of the ALS/EMT Advisory Council, its members shall
elect among themselves a recording Secretary. The Cortlandt ALS/EMT
Advisory Council shall adopt rules and procedures for its meetings.
It shall kept accurate records of its meetings and activities and
shall file an annual report with the Town Board.
The powers and duties of the Cortlandt ALS/EMT
Advisory Council shall be to:

Advise the Town Board on matters affecting the delivery
of ALS/EMT services in the town and to all issues regarding the operation
of the volunteer ALS/EMT service which is established simultaneously
herewith.
B.Â
Submit to the Town Board its recommendations with
respect to the budgetary matters regarding the operation of the ALS/EMT
services on an annual basis.
C.Â
Conduct studies, surveys and inventories of the needs
within the Town of Cortlandt for ALS/EMT services and to make recommendations
as to how these services may be delivered.
D.Â
Seek to coordinate, assist and unify the efforts o
private groups, institutions and individuals with the Town of Cortlandt
in accordance with the purposes of this chapter.
E.Â
Maintain liaison and communications with public and
private agencies and organizations of local, state and national scope,
whose programs and activities have an impact on the quality of the
services to be delivered by the Town of Cortlandt ALS/EMT Volunteer
Service Program.

Carry out such other duties as may be assigned from
time to time by the Board.
A.Â
The Cortlandt ALS/EMT Advisory Council shall submit
an annual report to the Town Board not later than December 31 of each
year concerning the activities and work of the Council and from time
to time shall submit such reports and recommendations as may be necessary
to fulfill the purposes of this chapter.
B.Â
The Cortlandt ALS/EMT Advisory Council shall, on or
before the 31st day of August, and each calendar year prepare and
deliver to the Town Board a recommended budget for the operation of
the ALS/EMT volunteer services for the upcoming year.
The members of the Cortlandt ALS/EMT Advisory
Council, including ex officio members, shall receive no compensation
for their services as members thereof, but may be reimbursed for reasonable
and necessary expenses incurred in the performance of their duties
within any appropriations made available therefor.
