Pursuant to § 77-b of the General Municipal Law of the State of New York, the Board of Trustees of the Village of Endicott, New York, does hereby delegate to the Mayor of the Village of Endicott the power to authorize attendance by members of the Board of Trustees and its other officers or employees to attend an official or unofficial convention or conference of municipal officers or employees or to attend any school conducted for the betterment of municipal government if, in his judgment, he believes it to be of benefit to the Village of Endicott.
All actual and necessary registration fees and all actual and necessary expenses of travel, meals and lodging and all necessary tuition fees incurred in connection with attendance at a convention, conference or school by a person duly authorized to attend pursuant to § 49-20 shall be a charge against the Village of Endicott, and the amount thereof shall be audited, allowed and paid in the same manner as are other claims against such Village.
No claim for expense shall be audited, allowed and paid unless authorization shall have been granted by the Mayor and unless there shall be attached thereto a travel order or similar document signed by such Mayor authorizing the claimant to attend such convention, conference or school. No claimant shall be entitled to any compensation for the time spent in attending such convention, conference or school, except that no deduction shall be made from the salary of a person so attending because of such attendance.
Nothing herein shall be construed to preclude the Board of Trustees of the Village of Endicott, by a majority vote of its members, from authorizing its members, other officers or employees of the Village of Endicott from attending such conventions, conferences or schools.
