It shall be unlawful for any person to engage in the business of buying or selling old metal, which business is herein designated as a junk business and which person is herein designated a junk dealer, unless such junk dealer shall have complied with the provisions of this section and obtained a license from the Mayor.
The fee for a license required pursuant to the provisions of this section shall be $5 per year.
No person, association, partnership or corporation shall be entitled to or receive a license to engage in the business of junk dealer who or which, and in the case of a partnership or association, any member of which, has been or who or which shall hereafter be convicted of larceny or knowingly receiving stolen property or of a violation of this section.
Any person violating any of the provisions of this chapter shall be guilty of a misdemeanor and shall, in addition to other penalties imposed, forfeit his license to do business.
