No person shall uncover, make any connection with, or opening into or
use, alter or disturb any public sewer or appurtenance thereof without first
obtaining a written permit in accordance with the regulations as established
by the Village. No building sewer shall be covered until after it has been
inspected and approved by the Village Plumbing Inspector and an inspection
report filed by said Inspector.
There shall be two classes of building permits:
An applicant for a permit of either class specified in § 200-10 shall make application for such permit on a form furnished by the Village. The permit application shall be supplemented by any plan, specifications or other information considered pertinent in the judgment of the Superintendent of Public Works.
All necessary permits to the opening of the Village streets and state
highways shall be obtained from the Superintendent of Public Works or the
State Highway Department in advance of the issuance of the sewer permit.
A.
All costs and expenses incidental to the installation
and connection of the building sewer to the public sewer system shall be borne
by the owner of the property being served.
B.
The owner shall indemnify the Village for any loss or
damage that may directly be occasioned by installation of the building sewer
by filing a bond of $5,000 with the Village Board. The bond shall contain
a clause that permits granted may be revoked at any time.
A separate and independent building sewer shall be provided for every
building, except where a building stands at the rear of another on an interior
lot and no private sewer is available or can be constructed to the rear building
through an adjoining alley, courtyard or driveway. Under such conditions,
the building sewer from the front building may be extended to the rear building,
and the whole considered as one building sewer. In addition, industrial users
shall provide separate connections for process water discharges and domestic
wastes to the public sewer system.
Old building sewers may be used in connection with new buildings only
when they are found on examination and test by the Plumbing Inspector to meet
all the requirements of this chapter.
The building sewers shall be constructed in accordance with the applicable
portions of the New York State Uniform Fire Prevention and Building Code.
All excavations for building sewer installations shall be adequately
guarded with barricades and lights so as to protect the public from hazard.
Streets, sidewalks, sideways and other public property disturbed in
the course of connecting any building sewer to the public sewer system shall
be restored in a manner satisfactory to the Superintendent of Public Works.
Building sewers shall be serviced and repaired by the owner of the property
being served to a point within one foot of the pavement edge. Service and
repairs of building sewers within the paved areas of public rights-of-way
shall be served by the Village.
Evidence of willful damage to any building sewer being served by the
Village shall be a violation of this chapter.
