A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
ELECTRIC VEHICLE
Any vehicle operated solely by electricity or a plug-in hybrid vehicle that operates on electricity and gasoline and has a battery that can be recharged from an external source.

ELECTRIC VEHICLE CHARGING STATION
Any designated space used to charge a battery or other energy storage device of an electric vehicle.

HOLIDAYS
New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
PARKING METER ZONE
A designated location upon or within which the parking of vehicles is regulated by parking meters.
PUBLIC PARKING LOT
A plot or parcel of land or building owned and/or leased by the Village of Endicott, not including highways, upon or within which the parking of vehicles is regulated by signs and/or meters.
The Police Department of the Village of Endicott, County of Broome, State of New York, under the direction and control of the Chief of Police of said Department, shall install and maintain traffic control devices when and as required under the provisions of this chapter, to make effective the provisions of this chapter, and may install and maintain such additional traffic control devices as he may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
A. 
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article VII of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
B. 
The Board of Trustees may, in accordance with the Village Law and the State Vehicle and Traffic Law, from time to time, on its own motion or on petition or on recommendation of the Planning Board or the Traffic Division, amend, supplement or repeal any or all of the regulations and provisions of this chapter.
C. 
Petition to amend.
(1) 
A petition requesting a change in regulations or provisions set forth in this chapter shall be typewritten and signed and acknowledged by the person or persons presenting it and by the owners of more than 75% of the area for which change is petitioned, in the same manner as required for the recording of a deed to real property, and shall be filed with the Village Clerk in triplicate.
(2) 
Persons petitioning for a change in the traffic or parking regulations shall, at the time application is made for such change, deposit with the Village Treasurer the sum of $50 for the payment of the cost of processing, reviewing and advertising for a public hearing and such other expenses incidental thereto. Such deposit is nonrefundable.
