The Director of Building, Code Enforcement and Land Use Administration is hereby directed to withhold the issuance of any building permit on any lot which did not exist as a lot, as shown by the records of the Division of Land Records of Westchester County or as shown by the Tax Map of the Village, as of June 1, 2008, unless a plat showing such lot has been approved by the Planning Board.
A. 
In granting or withholding approval of a plat showing lots, blocks or sites without new streets or highways, the Planning Board shall consider, among other things, the following:
(1) 
Whether there is adequate provision and access for a separate sewer connection and a separate water service line to each principal building to be erected on such lots, blocks or sites.
(2) 
Whether such lots, blocks or sites can be adequately drained without damaging surrounding properties.
(3) 
Whether, in other respects, such lots, blocks or sites are of such a character and location that they can be used safely for the purpose and in the manner proposed without danger to health or peril from fire, flood or other menace.
(4) 
Whether the arrangement of the plat is such as to leave one or more parcels of land which may become the subject of an application for approval of a lot located at a distance from any street.
(5) 
Whether the plat is generally consistent with public health, safety and the general welfare.
B. 
The Planning Board may approve, amend or disapprove any such plat. In approving such plat, the Planning Board may impose such reasonable conditions and safeguards as it may deem appropriate to assure compliance with the purposes of this article.
