Pursuant to Article 14-F of the General Municipal Law, the village hereby establishes and imposes sewer rents for all users of the sewer system. Said sewer rents shall be imposed and collected on a semiannual basis as herein provided. The annual rents shall be as follows:
A. 
Annual minimum charge. The annual minimum charge shall be as determined by the Board of Trustees from time to time.
B. 
For usage exceeding annual minimum usage, the annual charge shall be as determined by the Board of Trustees from time to time.

Sewer rentals shall be billed on a semiannual basis on September 30 and March 30 and may be sent to property
A. 
Sewer rentals shall be billed as may be determined by the Board of Trustees from time to time and may be sent to property owners separately or as a combined statement with water charges. Such billing shall be mailed by regular mail to the owner of the real property, as the same shall appear upon the last completed assessment roll of the village. If more than one person shall appear as the owner of the premises, the bill may be mailed to any one of such persons.

B. 
All bills shall be due and payable 10 days after mailing. Penalties shall accrue on sewer rentals as follows: there shall be charged a penalty on past-due sewer rentals at the rate of 1% following the ten-day period from date of billing and at the rate of one-half of one percent (1/2 of 1%) per month for each additional 30 days or part thereof of delinquency.
Unpaid sewer rentals and penalties, if any, as herein prescribed shall constitute a lien against the real property. Such unpaid sewer rentals and penalties, if any, which remain unpaid as of May 15 of any year, shall be included in the next annual real property tax and shall be levied upon the real property in default as provided in the Village Law of the State of New York.
Any person violating this Article shall, upon conviction thereof, be subject to the penalties set forth in Chapter 1, General Provisions, § 1-14.
