During the construction, repair or demolition of any building, structure,
machinery equipment or any appurtenance thereto, welding or cutting shall
not be conducted where sparks or molten material will come in contact with
any combustible material unless such material is adequately shielded and portable
extinguishing equipment provided nearby.
No welding, brazing, soldering or cutting of any tank drum or other
container which contains or has contained any flammable liquid shall be carried
out unless such container has been rendered free of such liquid through steaming
and scouring or the interior airspace has been tested and found to contain
an inert gas mixture of less than 5% oxygen.
