No parade or procession shall be held or conducted in the Village unless a license therefor shall have been granted by the Chief of the Rockville Centre Police Department.
Any person wishing to use any streets or public places in the Village for a procession or parade shall make application therefor to the Police Chief at least seven days before the proposed event is to occur. Such application shall state the route it is proposed to follow and the nature of the event and the number of participants therein, so that opportunity may be had by the Police Chief to determine whether by granting a license there would be interference with traffic circulation or unreasonable danger to public safety.
If it appears that there would be no unreasonable interference with traffic circulation or public safety, the Police Chief shall issue a license for the time and along the route requested; or he may make such modification in time and route as to provide for reasonable traffic circulation and public safety as nearly as possible conforming to the time and route requested.
The Police Chief at his discretion may refuse to grant a license for a parade for a commercial purpose.
