Unless otherwise expressly provided, the following
words, for the purpose of this article, shall have the meaning herein
indicated:
Any municipal parking field or portion thereof established
by the Board of Trustees for the parking of motor vehicles by persons
who are owners of or engaged in business or actually employed within
the Village of Rockville Centre.
Any place owned, leased or operated by the Village of Rockville
Centre for the parking of motor vehicles by the public.
A space in a municipal parking field, marked or indicated,
within which a single motor vehicle is to be parked.
The period of time specified as the space of time during
which a motor vehicle may be parked in a municipal parking field during
a twenty-four-hour period.
Any municipal parking field or portion of any municipal parking
field established by the Board of Trustees for the use of residents
who have obtained a parking permit as hereinafter provided.
Any municipal parking field or portion of any municipal parking
field established by the Board of Trustees as an area designed for
and limited to the use of persons who desire to park their automobiles
while making purchases from places of business or for the purpose
of transacting business with financial institutions, professional
offices or other business offices.
Any municipal parking field or portion thereof established
by the Board of Trustees for the parking of motor vehicles in which
there is no restriction as the use thereof, either by resident requirement,
employment or otherwise.

All parking permits shall be issued by the Village
Clerk, subject to the approval of the Board of Trustees, in accordance
with the applications and forms therefor approved by the Board of
Trustees, and all vehicles for which such permit shall be issued shall
have conspicuously displayed on the rear bumper thereof a distinctive
permit issued by the Village Clerk and bearing the number of the license
plate and the year for which the same shall be issued.

A.
Parking permits shall be issued only for parking of
pleasure vehicles by the following:

No permit shall be transferable from one owner to
another or from one car to another without the prior approval of the
office of the Village Administrator and the endorsement of such approval
in writing on such permit by the Village Clerk.
D.
Time period for validity.
(1)
Permit included within the provisions of Subsection A(1) shall be issued for a period of one year, commencing on April 1 in any year and terminating on the last day of March of the following year.
(3)
Permits included within the provisions of Subsection A(4) hereof shall be issued for a permit period which will commence and terminate as determined by resolution of the Board of Trustees.
(4)
In
addition to any other permit authorized by this article, a special
holiday permit may be issued for a period commencing November 1 in
any year and terminating on the last day of January the following
year.
E.
An overnight permit may be issued only to residents
of the Village. Such permit will enable the holder to park a pleasure
vehicle overnight in a Village parking field designated for use by
overnight permit holders during the hours posted at such parking field
for that use. Overnight permits shall be issued for a period commencing
April 1 in any year and terminating on the last day of March the following
year.
F.
Prior to the issuance of any permit pursuant to this
section, the applicant shall furnish the Village Clerk with proof
satisfactory to the Village Clerk that the applicant is qualified
to receive the permit for which application is made.
G.
The fees for any permit authorized by the provisions
of this article shall be fixed from time to time by resolution of
the Board of Trustees of the Village of Rockville Centre.

The permit issued pursuant to this article shall
permit the holder of a resident or employee parking permit to park
a noncommercial vehicle in a resident or an employee parking lot,
whichever is appropriate to the permit, for a time period not longer
than that which is posted at such lot.
A.
All automobiles must be parked in accordance with
the rules and regulations enacted for the operation of municipal parking
fields, and automobiles parked in such municipal parking fields shall
be parked in a parking stall and in no other area. In any municipal
parking field in which parking stalls are not marked out or indicated,
all motor vehicles shall be parked with respect to any indicated line
of parking as is designated on any sign therein, and no automobile
shall be parked or permitted to stand in any lane or driveway in any
parking field.
B.
It is unlawful for any person to park a truck, wagon,
trailer or any other vehicle used for commercial purposes in a parking
field designated as resident or employee parking.
C.
In areas in municipal parking fields designated as
shoppers' fields, no permits shall be required for parking a motor
vehicle therein, but no motor vehicle shall be parked in such shoppers'
field except in a parking stall and for a period no longer than the
parking time limitation established for such shoppers' field or fields
as shall be clearly marked on signs erected under the supervision
of the Police Commissioners, and parking beyond the length of time
thus indicated shall constitute a violation this article.
D.
The Police Commissioner is authorized to designate
by regulation any safety zone, parking space, parking areas, parking
time limitations or other traffic regulations within any public parking
field, in addition to those otherwise provided for in this article,
limiting or prohibiting parking in those zones, spaces and areas,
and a violation of any such regulation marked and indicated by suitable
signs shall constitute a violation of this article.
E.
It shall be unlawful for any person to park a motor
vehicle in any shoppers' field in the same or any other parking stall
in the same shoppers' field for a period longer than the parking time
limitation specified for such field during any twenty-four-hour period.
F.
No commercial vehicle shall be permitted to stand
in any shoppers' field for a longer period of time than is necessary
for the unloading, loading or making of deliveries to places of business
in the area of such field.
Any person violating any of the provisions of
this article shall be liable for and pay a penalty or fine of not
more than $50 for each offense; in addition thereto, each of such
violations shall constitute and is hereby declared to be disorderly
conduct, and any person violating the same shall be and is hereby
declared a disorderly person. It shall be a violation of the provisions
of this article for any person to park, cause, allow, permit or suffer
any vehicle registered in the name of or operated by such person to
commit any violation prohibited by this article.
