A. 
The Building Inspector shall refer to the Planning Board any application for a building permit or certificate of occupancy for any new building or enlargement of an existing building.
B. 
The Building Inspector shall refer to the Planning Board any application for a building permit or certificate of occupancy which involves a subdivision of property or any other application which requires the prior approval of the Planning Board.

The Planning Board shall act on all matters within its jurisdiction within a reasonable time.
No building permit shall be issued until after submission of the application to the Board of Trustees and with its approval. This section does not apply to enlargement of one- or two-family dwellings.
