[Adopted 7-14-1980 by L.L. No. 19-1980 as Ch. 122, Art. IV, of the 1980 Code]
No person shall deposit, drop, throw or place or cause to be deposited, dropped, thrown or placed or consent thereto or aid or abet the depositing, throwing or placing upon any of the sidewalks, streets, highways and public places or upon any lot, plot or parcel of land within the Village any filth, dirt, ashes, garbage, refuse, rubbish, dust, paper, glass, nails, leaves, grass clippings, shrubbery clippings or similar materials and substances or litter of any kind, except for the purpose of loading or unloading the same, which must be done without unreasonable delay; and no person being the owner, lessee or occupant of any house, building, structure or plot or parcel of land shall allow to accumulate any such filth, dirt, ashes, garbage, refuse, rubbish, dust, paper, glass, nails, leaves, grass clippings, shrubbery clippings or similar materials and substances or litter of any kind upon the sidewalks, streets, highways and public places in front of or abutting upon such house, building, structure or plot or parcel of land.
No person being the owner, lessee or occupant of any house, building, structure or plot or parcel of land shall place, deposit, keep, permit or suffer to be placed, deposited or kept or aid or abet the placing, depositing or keeping of any goods, wares, merchandise, boxes, barrels, display signs or material things of any kind or description upon any sidewalk, street, highway, public place or upon any property abutting upon or adjoining such sidewalk, street, highway or public place within the Village or in any manner obstruct or interfere with the free use of such sidewalk, street, highway or public place, except for the purpose of loading or unloading the same, which must be done without unreasonable delay.

Any person, firm or corporation committing an offense against any provision of this Article shall be punishable as provided in the general penalty provisions contained in Chapter 1, General Provisions, Article II, of this Code.
