Annually there shall be nominated by the Columbia Borough Fire Department those members of the Department who are to serve as special fire police. When confirmed by the Mayor and sworn as provided by law, such persons shall be designated "special fire police" and shall have all of the powers and perform all the duties vested in special fire police by law and, in addition, shall be subject to all the provisions of this chapter. Such special fire police shall, during the interval between sounding of a fire alarm and the recall of, or, if no alarm is sounded, until dismissed by, the Chief of the Police or his designee, maintain order among the persons gathered at the scene of any incident and assist the police and the firemen in securing ready access to the scene of any incident.
Such special fire police, upon the sounding of an alarm, shall forthwith repair to the scene of the incident and report to the Chief of the police or his designees for assignment to duty.
Any person functioning as special fire police, and performing a duty in accordance with the Pennsylvania laws relating to emergency services and special fire police, shall be identifiable by, at a minimum, the wearing of a distinctive arm band or hat or uniform or insignia, and a badge, as the Public Safety Committee of the Borough Council of the Borough of Columbia shall from time to time designate.
