In accordance with the Act of May 16, 1923 (P.L. 207, Number 153),[1] the Borough of Columbia be and hereby is authorized to include as part of any municipal claim authorized by the Act and by the ordinances of the Borough of Columbia reasonable attorneys' fees for failure to promptly pay the amounts so claimed.

The Borough Council of the Borough of Columbia shall establish, by resolution, which resolution may be amended from time to time by Borough Council, a schedule of attorneys' fees for use by attorneys working on the Borough's behalf to recover payments due and owing to the Borough of Columbia which may in the future or already have become municipal claims in accordance with the Act and in accordance with any and all appropriate Borough of Columbia ordinances.
The assessment of attorneys' fees authorized by the Act of May 16, 1923 (P.L. 207, Number 153), will not and shall not occur until the Borough of Columbia has given the notice to the property owner required by the aforesaid Act, and the assessment shall be in accordance with all applicable provisions of such Act.
