For purposes of this chapter, all words used in the present tense include the future tense and all words in the plural number include the singular number and vice versa unless the natural construction of the word clearly indicates otherwise. The word "shall" is mandatory. The word "used" includes "designated, intended, built, or arranged to be used."
All of the definitions contained in Article II, § 220-19, and the interpretations of words provided in Article II, § 220-18, of Chapter 220, Zoning, are incorporated herein as if fully set forth in §§ 130-5 through 130-7 of this chapter.
When used in this chapter, the following additional words, terms and phrases shall have the following meanings, unless expressly stated otherwise or unless the context clearly indicates otherwise:
ALTERATION
Any act or process requiring a building permit and any other act or process not requiring a building permit but specifically listed in this chapter as an act or process reviewable by the Borough's Historical Architectural Review Board, including, without limitation, the repair, application of paint to any previously unpainted building material or surface, replacement, reconstruction, demolition or relocation of any structure or object, or any part of any structure or object that is visible from a property's tax parcel street address, but excluding rear elevations and rear accessory buildings visible only from secondary public streets or public alleys, or the installation of a satellite dish, antenna and other required equipment on the front of buildings, along their facades, or on the roofs or sides of such buildings if visible from a public right-of-way.

ANTENNA
An antenna that is one meter (39.37 inches) or less in diameter or diagonal measurement that is designed to receive video programming service via broadband radio service, to receive or transmit fixed wireless signals other than via satellite, or designed to receive local television broadcast signals. Such antennas may be mounted on masts to reach the height needed to establish line-of-sight contact with the transmitter. Masts higher than antennas used for AM/FM radio, amateur (hand) radio, CB radio, digital radio services (DARS) or antennas used as part of a hub to relay signals along multiple locations are not covered by this definition or the provisions of this chapter.

BOROUGH COUNCIL
The Borough Council of the Borough of Columbia, Lancaster County, Pennsylvania.
BUILDING INSPECTOR
A municipal employee of or person retained by the Borough designated by Columbia Borough Council as the person who enforces compliance of building and/or fire codes and issues the permit for the erection or alteration, reconstruction, repair, restoration, demolition or razing of all or part of any building or structure.
BUILDING PERMIT
An approval statement signed by the Building Inspector authorizing the construction, alteration, repair, reconstruction, restoration, demolition or razing of all or a part of any building or structure within the historic district.
BUILDING PERMIT APPLICATION
The request filed by any person with the Building Inspector that seeks authorization to erect, alter, reconstruct, repair, demolish or raze all or a part of any building or structure.
CERTIFICATE OF APPROPRIATENESS
The approved statement signed by the Borough Council of the Borough of Columbia which certifies to the historical appropriateness of a particular request for the erection, alteration, repair, reconstruction, restoration, demolition or razing of all or a part of any building or structure within an historic district and authorizes the issuance of a building permit for said request.
CERTIFICATE OF APPROPRIATENESS APPLICATION (COA APPLICATION)
The request filed by a property owner, equitable owner or developer with the Building Inspector seeking authorization to erect, alter, repair, reconstruct, restore, demolish, or raze all or any part of a building or structure within the historic district.
CERTIFIED HISTORIC DISTRICT
An area delineated by a municipality and certified by the Pennsylvania Historical and Museum Commission (PHMC) as being historically significant. Upon PHMC certification, the local governing body shall appoint a HARB to administer the regulations in the certified historic district ordinance.
CERTIFIED HISTORIC DISTRICT ORDINANCE
Regulations enacted by the local governing body and approved by PHMC, in accordance with the Act of June 13, 1961, Public Law 282, No. 167 (Act 167), as amended, which are administered by an Historical Architectural Review Board (HARB) for the area delineated by the Borough Council and certified by PHMC as an historic district.
CERTIFIED STAFF
The individual retained by the municipality (as an employee or as a consultant) meeting the professional and educational requirements set forth in the Code of Federal Regulations, Vol. 36, Part 61 (36 CFR 61) as required by the Certified Local Government Program and designated as the individual responsible for advising residents, applicants, and the Historical Architectural Review Board (HARB).
COMPLETED APPLICATION
A COA application that conforms to the submittal criteria as specified in § 130-23 of this chapter.
DEMOLITION
The dismantling or tearing down of all or part of any building and all operations incident thereto, including neglecting routine maintenance and repairs which can lead to deterioration and decay.
DEMOLITION BY NEGLECT
The absence of routine maintenance and repair which can lead to a building's or structure's structural weakness, decay and deterioration resulting in its demolition.
ERECTION
The result of construction such as a building, structure, monument, sign or object on the ground or on a building or structure.
FACADE
A building's primary face corresponding to the property's street address per the Borough of Columbia's tax records. In the case of corner properties, the definition of "facade" includes a building's elevations facing two primary streets (but excluding midblock alleys).

HISTORICAL ARCHITECTURAL REVIEW BOARD (HARB)
The agency, appointed by Borough Council, that advises Borough Council as well as applicants for certificates of appropriateness, on any requests for authorization to erect, alter, reconstruct, repair, restore, or demolish all or part of any building within a certified historic district.
NATIONAL REGISTER OF HISTORIC PLACES
The federal listing of districts, sites, buildings, structures, and objects significant to American history and culture for their architecture, archaeology, contribution to the broad patterns of history, or association with lives of persons significant in the nation's past.
PUBLIC WAY
A public right-of-way that has been placed on the Official Borough Street Map, a copy that is attached hereto and incorporated herein by reference as Exhibit C.[1] Such map may be changed from time to time by resolution of Borough Council.
RECONSTRUCTION
The act or process of reproducing by new construction the exact form and detail of a vanished building, structure, or object, or a part thereof, as it appeared at a specific period of time but not necessarily of original material.
REHABILITATION
The act or process of making possible a compatible use for a property through repair, alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural values.
SATELLITE DISH
A dish antenna that is one meter (39.37 inches) or less in diameter and is designed to receive direct broadcast satellite service, including direct-to-home satellite service, or to transmit fixed wireless signals via satellite.

STANDARDS FOR REHABILITATION (STANDARDS)
Federal regulations (36 CFR 67) to guide work undertaken on buildings listed in or eligible for listing in the National Register of Historic Places.
STREETSCAPE
The overall view of a public street, including front and side yards, that are visible from a public street, its component elements, and the relationships of building setbacks, rhythms, height, shapes, spacing, and textures, that give the public street or neighborhood its distinctive visual character or image.
