Pursuant to the operating agreement above referenced,[1] the establishment of sewer rentals and surcharges for industrial wastes shall hereinafter be vested with the Columbia Municipal Authority who will establish the same by resolution. Any and all other authority vested in the Borough of Columbia pursuant to such code shall remain in effect until otherwise modified by resolution of the Columbia Municipal Authority.

The operating agreement by and between Columbia Municipal Authority and the Borough of Columbia, dated June 12, 2000, vests with Columbia Municipal Authority the right to establish rules and regulations regarding the payment of rents, discounts and penalties by resolution. No resolution by the Columbia Municipal Authority will alter the rights of the Borough of Columbia to enforce collection of the same in accordance with the laws of Pennsylvania, including imposing liens on the property served in accordance with other sections of Chapter 173 of the Code of the Borough of Columbia.
The sewer rentals hereby imposed shall be a lien on the property served, and all delinquent bills for sewer rentals hereby imposed shall be entered as a lien against the property served, and such lien shall be filed annually in the office of the Prothonotary of Lancaster County and collected in the manner provided by law for the filing and collection of municipal claims.
