It shall be unlawful for anyone, being the owner of a horse or other animal or vehicle or one in who is in possession or control of said horse or other animal or vehicle, to allow said horse or other animal or vehicle to be ridden, led or driven on the streets of the Borough of Columbia without said horse or animal being shod with shoes made of rubber or other nondestructive material, or said vehicle being in conformity with all applicable Pennsylvania Department of Transportation rules, ordinances and regulations.
Any person violating any of the provisions of this article shall, upon conviction thereof before any District Justice, be sentenced to pay a fine of not more than $600 for each offense, plus costs of prosecution, to be collected as other fines and costs are by law collectible, and, in default of payment of such fine and costs, be subject to imprisonment for a term not exceeding 30 days.
