Whenever a space shall be marked off on any
street or alley for the parking of an individual vehicle, every vehicle
there parked shall be parked within the lines bounding such space.

The Public Safety Committee of the Borough is
hereby authorized to establish, designate and mark by proper signs
bus stops, and no vehicle other than a bus engaged in loading, unloading
or awaiting passengers shall be parked there at any time.
The Public Safety Committee of the Borough is
hereby authorized to establish, designate and mark by proper signs
taxicab loading areas, and no vehicle other than a taxicab shall be
parked there at any time.
The Public Safety Committee of the Borough is
hereby authorized to establish, designate and mark by proper signs
loading and unloading zones. Between the hours of 7:00 a.m. and 7:00
p.m., Monday through Saturday inclusive, no vehicle shall be parked
in any such zone, the purpose of this section being to reserve such
zones for vehicles being loaded and/or unloaded.

Except as otherwise set forth in Article XVI of this chapter, the Public Safety Committee of the Borough of Columbia is hereby authorized to establish, designate and mark, by proper signs, parking zones or parking places for the exclusive use by and for the benefit of the handicapped, and no vehicle, other than a vehicle operated by or for the benefit of a handicapped person shall be parked there at any time.

The Public Safety Committee of the Borough is
hereby authorized to establish, designate and mark by proper signs
parking zones or parking places for the exclusive use by vehicles
with trailers only at the parking areas designated for the River Park
in the Borough of Columbia as said property is described in an agreement
by and between the Borough of Columbia and the Pennsylvania Fish Commission
dated September 9, 1968, and no vehicle, other than a vehicle with
a trailer, shall at any time be parked at such spaces so designated.
No vehicle, including boat trailers, camp trailers
and any like devices, shall be parked or stand except with its right
wheels to the curb and with both the right front and right rear wheels
thereof within 10 inches of the curb, provided that, when necessary
to permit the proper loading or unloading of a commercial vehicle,
permission may be granted by the Chief of Police to either the owner
or tenant of the real property or the owner of the vehicle to park
such vehicle at an angle for such purpose, provided further that on
one-way streets vehicles may be parked with either the right or left
side thereof to the curb when headed in the legal direction, unless
parking on such side is otherwise prohibited.

No vehicle, including boat trailers, camp trailers
and any like devices, shall be parked within a distance of 15 feet
of any fireplug or fire hydrant, within a distance of 20 feet of a
crosswalk at an intersection or within a distance of 30 feet upon
the approach to any flashing signal, stop sign, yield sign or traffic
control signal located at the side of the roadway.
No vehicle, including boat trailers, camp trailers
and any like devices, shall be parked at any time in front of or opposite
any public or private garage or driveway or adjacent to the curb at
the entrance to a public or private driveway.
A.
No vehicle, including boat trailers, camp trailers
and any like devices, shall be allowed to remain parked on any Borough
highway or street for a period longer than 48 consecutive hours. Moreover,
when such a vehicle is moved, it shall be moved no less a distance
than twice its own length.
B.
Except for emergency repairs which are necessitated
to prevent the obstruction of traffic or such minor repairs as tire
changes and the like, it shall be unlawful to repair any vehicle on
any Borough highway or street.

A.
The Public Safety Committee of the Borough is hereby authorized to establish, designate and mark by proper signs restrictions on parking in various areas during stated hours (e.g., spaces restricting parking for patrons of the public library only during library hours). In the instance that such restrictions are permanent rather than temporary, such restrictions must be approved in the form of an ordinance by Borough Council. Moreover, should Borough Council wish to remove or rescind any such permanent restriction on parking under this § 207-17, it shall do so in the form of an ordinance.
B.
When signs are placed giving legal notice thereof, no person shall
park a vehicle in violation of the regulations promulgated by the
Public Safety Committee of the Borough and/or Borough Council which
are then in full force and effect.
C.
No vehicle, including boat trailers, camp trailers, and any like
devices, shall be parked in violation of any temporary or permanent
official sign or signs prohibiting parking.
D.
Notwithstanding anything to the contrary set forth in any of the
ordinances of the Borough of Columbia, upon placement of signs, no
parking shall be allowed on Market Street from Locust Street to Sadie
Lane, except Borough Police vehicles on west side, and from Avenue
I to Sadie Lane, and on or around the Columbia Historic Market House.
Any vendors doing business in the Columbia Historic Market House may
use the area along Avenue I at the Columbia Historic Market House
for loading and unloading only; however, refrigerated trucks in service
are permitted to park in this loading and unloading zone the full
day. Borough Police vehicles will be permitted to park on the north
side of Sadie Lane.
The duty of enforcing the provisions of this
article shall be upon the Mayor, the Chief of Police and members of
the Police Department of Columbia Borough.

Any person, firm or corporation violating the provisions of this article, being Article II of Chapter 207 of the Code of Columbia Borough, or aiding or abetting or assisting in the violation of said provisions shall, upon conviction before any District Justice, be sentenced to pay a fine as set forth in the Pennsylvania Vehicle Code, to be collected as fines and penalties are by law collectible. Whenever an alleged violator of the parking regulations set forth in Article II of Chapter 207 of the Code of Columbia Borough has not paid the prescribed fine within seven days after a parking ticket has been issued, such person shall pay an additional fine as set forth in the Pennsylvania Vehicle Code for processing a citation in addition to the costs of such citation before any District Justice. If said fine is not paid within seven days, said fine shall be collected as fines and penalties are by law collectible by suit before any District Justice.
