A. 
It shall be unlawful for the owner or operator of any motor or other vehicle to park such vehicle between the hours of 9:00 a.m. and 6:00 p.m. for more than two hours at any time on the following described parts of streets in the Borough of Columbia, which are hereby established as parking meter zones, except such spaces as are or shall be designated as cab stands, bus stops, entrances to hotels, theaters, doctors' offices, fireplugs and other places where no parking is allowed; provided, however that the foregoing restrictions shall not apply to parking on Sundays or on any of the following legal holidays: New Year's Day, Martin Luther King's Birthday, Presidents' Day, Memorial Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day.
(1) 
The east and west sides of Third Street between Walnut Street and Cherry Street.
(2) 
The east and west sides of Fourth Street between Walnut Street and Cherry Street.
(3) 
The north and south sides of Locust Street between Second Street and Fifth Street.
(4) 
The south side of Walnut Street between Fourth Street and Fifth Street.
B. 
It shall be unlawful for the owner or operator of any motor vehicle or other vehicle to park such vehicle between the hours of 6:00 a.m. and 6:00 p.m. on any Monday, Tuesday, Wednesday, Thursday, Friday or Saturday for more than two hours at any time on the Borough municipal parking lot located adjacent to the Borough Municipal Building and the Columbia Historic Market House, which is hereby established as a parking meter zone; provided, however, that the foregoing restrictions shall not apply to parking on Sundays or on any of the following legal holidays: New Year's Day, Martin Luther King's Birthday, Presidents' Day, Memorial Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day.
C. 
It shall be unlawful for the owner or operator of any motor vehicle or other vehicle to park such vehicle in the municipal parking lots on South Third Street and Avenue H at Short Avenue between the hours of 6:00 a.m. and 6:00 p.m. on any Monday through Friday without having an authorized parking permit properly issued by the Borough of Columbia in accordance with this Chapter 207 of the Code of the Borough of Columbia.

A. 
Where parking meter zones have been designated for street parking, parking meters shall be erected and maintained on the sidewalk adjacent to such parking spaces and as close to the curbline as practical.
B. 
In the municipal parking lot located at Cherry Street and Avenue I, parking meters shall be erected and maintained at the front of designated parking spaces.
C. 
All parking meters shall be maintained in good and workable condition and shall be so set as to display a signal showing legal parking upon the deposit therein of coins as hereinafter designated for a period not to exceed the hours set forth in § 207-20 and, at the expiration of such time, to indicate by a proper signal that the lawful parking period has expired.[1]

D. 
In all designated parking meter zones, parking meters shall be erected and maintained which shall be so set as to display a signal of legal parking upon the deposit therein of coins of the United States in increments and amounts set by resolution of Borough Council, for a period not to exceed the hours set forth in § 207-20.

In order that the time during which a vehicle is parked on the portion of the streets or in the municipal parking lot described in § 207-20 above may be properly and conveniently computed, the owner or operator of a vehicle entering such parking space during the time of limited parking shall immediately deposit such coins as are required, but not to exceed the parking limit as set forth in § 207-20, in the parking meter adjacent to such parking space if such parking meter shall indicate by a proper signal that the lawful parking period has expired, and failure to do so shall constitute a violation of this article. Upon the deposit of such required coins in such meter, the parking space may be lawfully occupied by such vehicle during the lawful hours as set forth in § 207-20. If such vehicle shall remain in any such parking space for such a length of time that the meter shall indicate by a proper signal that the lawful parking period has expired, such vehicle shall be considered as parked overtime, and the parking of a vehicle overtime shall be a violation of this article.

It shall be unlawful and a violation of this article for any person to deposit or cause to be deposited in a parking meter such coins as will increase or extend the parking times of any parking beyond the applicable period set forth in § 207-20.
It shall be unlawful for any person to cause, allow, permit or suffer any vehicle registered in his name to be parked in the parking-meter zone herein designated or hereafter designated in violation of the provisions of this article.
It shall be unlawful to park any vehicle other than parallel with the curbline and to park any vehicle across any line or marking designating a parking space or to park said vehicle any way that same shall not be wholly within a parking space, as designated by said lines or markings, and in such manner that the hood of such vehicle shall not be alongside of or next to such parking meter adjacent to such parking space.

It shall be unlawful to deposit or cause to be deposited in any parking meter a slug, device or other substitute for any coins of the United States as provided for herein.

The United States coins required to be deposited in parking meters, as provided in this article, are hereby levied and assessed as fees to cover the cost of the supervision, inspection, installation, operation, maintenance, control and use of parking spaces; regulation of the parking vehicles; street cleaning and maintenance in the parking meter zone created hereby; and for the maintenance of and traffic regulation on any or all streets in said Borough.
It shall be unlawful to deface, tamper with, damage, open or willfully break, destroy or impair the usefulness of any parking meter installed under the terms of this article.

Any person, firm or corporation violating the provisions of Article III of Chapter 207 of the Code of the Borough of Columbia, Pennsylvania, or aiding, abetting or assisting in the violation of said provisions shall, upon conviction before any District Justice, be sentenced to pay a fine as set forth in the Pennsylvania Vehicle Code for each offense, to be collected as fines and penalties are by law collectable. Whenever an alleged violator of the parking regulations set forth in Article III of Chapter 207 of the Code of the Borough of Columbia, Pennsylvania, has not paid the prescribed fine within seven days after a parking ticket has been issued, such person shall pay an additional fine as set forth in the Pennsylvania Vehicle Code for processing a citation in addition to the costs of such citation before any District Justice. If said fine is not paid within seven days, said fine shall be collected as fines and penalties are by law collectable by suit before any District Justice.

A. 
Contractor parking permit. A parking permit to be known as a "Contractors' Parking Permit" can be obtained by any contractor who is working in the immediate area and must park his vehicle on the streets designated in § 207-20 above by making an application at the police department of the Borough of Columbia and paying the sum as set from time to time by resolution of the Borough Council.
B. 
Borough Council, by resolution adopted from time to time, may establish other permits and permitting processes and may adopt rules and regulations for the use of the Borough parking lots and for the obtaining of permits for parking from the Borough of Columbia, including the establishment of permits for the Borough of Columbia's unmetered parking lots at South Third Street, Avenue H and Short Avenue, and spaces on Market Street from Avenue I to Cherry Street; which rules and regulations may include the imposition of a fee for obtaining such a permit, establishing who may obtain such permit, and establishing permit parking hours.
The Borough Council may, from time to time, by a vote of the majority of its members, designate additional parking-meter zones or it may discontinue the use of any zone as a parking-meter zone.
