All vehicles except for trucks attending Borough Market are hereby prohibited from unloading merchandise, goods or wares on the following named public thoroughfares in the Borough of Columbia between the hours of 12:00 noon and 10:00 p.m. Fridays, eastern standard time, and between 8:00 a.m. and 6:00 p.m. Saturdays, eastern standard time:
A. 
Locust Street between Second Street and Fifth Street.
B. 
Third Street between Cherry Street and Walnut Street.
C. 
Fourth Street between Cherry Street and Walnut Street.
D. 
Fifth Street between Cherry Street and Walnut Street.
The police of the Borough of Columbia are authorized to arrest upon view and without warrant any person or persons violating this article, and the person or persons so violating shall be subject to penalty as set forth in the Pennsylvania Vehicle Code.
All fines and penalties collected under this article shall be paid to the Borough of Columbia.
