Council may, from time to time by resolution, adopt a pension program for public employees to implement the terms of any agreement between the Borough of Columbia and the employees of the Borough of Columbia, which program shall become part of the within ordinance by reference made in such resolution.
Council shall, from time to time by resolution, make appropriations from the proper fund or funds of the Borough of Columbia in the necessary amount to pay into such pension program in accordance with the pension program, agreement, trust or such other document or documents as may be entered into and executed to implement the pension program.
The President of the Borough Council, Secretary and such other officer or officers as may by resolution be designated by Borough Council be and they hereby are authorized and directed to execute and deliver all documents, plans, programs or agreements and to take such actions as may be necessary and proper for the valid promulgation of such pension program on behalf of the Borough of Columbia.
