The office of North Codorus Township Manager is hereby created by the North Codorus Township Board of Supervisors.

The Manager shall be appointed for an indefinite term by a majority of all members of the North Codorus Township Board of Supervisors. The Manager shall serve at the pleasure of the North Codorus Township Board of Supervisors, and he may be removed at any time by a majority vote of all its members.
The Manager shall be chosen solely on the basis of his executive and administrative abilities, with special reference to the duties of the office as herein outlined. The Manager need not be a resident of North Codorus Township or of the Commonwealth of Pennsylvania at the time of appointment, but during the tenure of office he may reside outside the North Codorus Township only with approval of the North Codorus Township Board of Supervisors. If the North Codorus Township Supervisors fail within a reasonable time, not to exceed 60 days after the appointment, to approve the Manager's residence outside North Codorus Township, he must immediately become and during his tenure remain a resident of North Codorus Township.
Before entering upon his duties, the Manager shall give a bond, in the sum established annually pursuant to a resolution of the North Codorus Township Board of Supervisors, with a bonding company as surety, to be approved by the North Codorus Township Board of Supervisors, conditioned upon the faithful performance of his duties, the premium for said bond to be paid by North Codorus Township.
The salary of the North Codorus Township Manager shall be fixed from time to time by the North Codorus Township Board of Supervisors.

A. 
The Manager shall be the Chief Administrative Officer of North Codorus Township and shall be responsible to the North Codorus Township Board of Supervisors as a whole for the proper and efficient administration of the affairs of North Codorus Township placed in his charge.
B. 
Subject to recall by ordinance, the powers and duties of North Codorus Township Manager shall include the following:
(1) 
Supervise and be responsible for the activities of all municipal departments, except the police department.
(2) 
Make recommendations to the North Codorus Township Board of Supervisors regarding the hiring, and, when necessary for the good of North Codorus Township, the suspending or discharging of any employee under the Manager's supervision.
(3) 
Make recommendation to the North Codorus Township Board of Supervisors regarding the fixing of wages and salaries of all personnel under the Manager's supervision.
(4) 
Assist in the preparation and development of a budget for the next fiscal year and an explanatory budget message in such a timely fashion as will enable the North Codorus Township Board of Supervisors to consider and adopt the budget and related tax ordinances or resolutions according to the requirements of law. In so doing, the Manager or an officer designated by the Manager shall obtain from the head of each department, agency or board or any qualified officer thereof estimates of revenues and expenditures and such other supporting data as required. The Manager shall review such estimates and make recommendations for revising the same.
(5) 
Make periodic reports to the North Codorus Township Board of Supervisors regarding the administration of the budget after its adoption.
(6) 
Develop, in conjunction with the preparation of the budget, long-range fiscal plans for North Codorus Township, such plans to be presented annually to the North Codorus Township Board of Supervisors for its review and adoption.
(7) 
Hold such other North Codorus Township offices and head such North Codorus Township departments as the North Codorus Township Board of Supervisors may from time to time direct; act as the assistant treasurer and the assistant permit officer of the Township, and assume and fulfill the responsibilities of any other nonuniformed position for the Township in the absence or disability of the person hired or appointed to fill such nonuniformed position unless the Township Supervisors should otherwise direct.
(8) 
Attend all meetings of the North Codorus Township Board of Supervisors and its committees, with the right to take part in the discussions. The Manager shall receive notice of all special meetings of the North Codorus Township Board of Supervisors and its committees.
(9) 
Assist the Chairman of the Board of Supervisors in the preparation of the agenda for each meeting of the North Codorus Township Board of Supervisors and supply facts pertinent thereto.
(10) 
Keep the North Codorus Township Board of Supervisors informed as to the conduct of North Codorus Township affairs, submit periodic reports on the condition of the North Codorus Township finances only to the extent appropriate or requested but not to supersede the reports of the Township Treasurer, make such other reports as the North Codorus Township Board of Supervisors request, and make such recommendations to the North Codorus Township Board of Supervisors as deemed advisable.
(11) 
Submit to the North Codorus Township Board of Supervisors, as soon as possible after the close of the fiscal year, a complete report on the finances and administrative activities of North Codorus Township for the preceding year.
(12) 
See that the provisions of all franchises, leases, permits and privileges granted by the North Codorus Township Board of Supervisors are observed.
(13) 
Employ, by and with the approval of the North Codorus Township Board of Supervisors, experts and consultants to perform work and to advise.
(14) 
Attend to the letting of contracts in due form of law. The Manager shall supervise the performance and faithful execution of the same except insofar as such duties are expressly imposed by statute upon some other North Codorus Township officer.
(15) 
Unless the office of Township Treasurer is held by another person, be responsible for all accounts payable and receivable.
(16) 
Serve as purchasing officer of North Codorus Township and purchase, in accordance with the provisions of the North Codorus Township Code, all supplies and equipment for the agencies, boards, departments and other offices of North Codorus Township. The Manager shall keep an account of all purchases and shall, from time to time or when directed by the North Codorus Township Board of Supervisors, make a full written report thereof. He shall also issue rules and regulations, subject to the approval of the North Codorus Township Board of Supervisors, governing the procurement of all municipal supplies and equipment.
(17) 
Investigate and dispose of or designate an officer to investigate and dispose of all complaints regarding North Codorus Township services and personnel and to report to the North Codorus Township Board of Supervisors thereon. All complaints regarding North Codorus Township services shall be referred to the office of the Manager.
(18) 
Enforce the ordinances and regulations of North Codorus Township.[1]

If the Manager becomes ill or needs to be absent from North Codorus Township, he shall designate one qualified member of his staff to perform the duties of the Manager during his absence or disability. The person so designated shall not perform these duties for a period longer than two weeks without the approval of the North Codorus Township Board of Supervisors.
