It shall be unlawful for any operator to disobey
the instructions of any official traffic control sign, signal, marking
or device placed in accordance with law.

A.
The Town Manager or his/her designee, in the case of an emergency,
when in his/her opinion it is necessary to protect the public health,
safety, or welfare, may erect or install or cause to be erected or
installed traffic control devices which he/she deems necessary in
order to control traffic during an emergency. The traffic control
devices authorized by this section shall include the right to close
or limit access to public highways within the Town of Westerly during
the emergency.
B.
Whenever official traffic control devices are placed in positions
approximately conforming to this chapter, the devices are presumed
to have been placed by the official act or direction of lawful authority,
unless the contrary is established by competent evidence.
It shall be unlawful for any person to place
or maintain or to display upon or in view of any street any unofficial
sign, signal, marking or device, which purports to be or is an imitation
of or resembles an official traffic sign, signal, marking or device
or which attempts to direct the movement of traffic other than signs
denoting construction or obstructions in the street, or which hides
from view any official traffic sign, signal, marking or device. Every
such prohibited sign, signal, marking or device is declared to be
a public nuisance, and the Police Department is hereby empowered to
remove the same or cause it to be removed without notice.
It shall be unlawful for any unauthorized person
to willfully deface, injure, move, obstruct or interfere with any
official traffic sign or signal.
The Chief of Police is authorized to establish
and to designate and shall thereafter maintain, or cause to be maintained,
by appropriate devices, marks or lines upon the surface of the roadway,
crosswalks at intersections where in his opinion there is particular
danger to pedestrians crossing the roadway, and at such other places
as he may deem necessary.
The Chief of Police is authorized to mark lanes
for traffic on street pavements at such places as he may deem advisable,
consistent with the provisions of this chapter.
A.
Duty of motorists to stop. Every driver of a vehicle
approaching a stop sign shall stop before entering the crosswalk on
the side of the intersection or, in the event there is no crosswalk,
shall stop at a clearly marked stop line, but if none, then at the
point nearest the intersecting highway where the driver has a view
of approaching traffic on the intersecting highway before entering
the intersection. This section shall not apply when directed to proceed
by a police officer or traffic control signal.
B.
Violations and penalties. Violations of this section
shall be under the jurisdiction of the Westerly Municipal Court. Any
person violating a provision of this section shall, upon conviction,
be fined the sum as prescribed by RIGL.
