A.
It shall be unlawful for the operator of any vehicle to drive or
move the same over that part of any street which is being mended,
repaired or paved, or closed by police due to an emergency, if wholly
closed to travel.
B.
The fine for violation shall be $250 for the first offense and any
subsequent offense thereafter.
A.
Turning around. It shall be unlawful for the operator
of a vehicle to turn such vehicle so as to proceed in the opposite
direction on Main Street, Broad Street, Canal Street, between the
intersection of Canal Street and High Street and the intersection
of Canal Street and Railroad Avenue, and High Street between the intersection
of High Street and Canal Street and the intersection of High Street
and Grove Avenue, excepting at the intersections of Broad Street,
Elm Street and Granite Street, Broad Street and High Street, and Canal
Street and Railroad Avenue.

A.
Restriction. It shall be unlawful for the operator
of any vehicle, with the exception of town and emergency vehicles,
to drive or operate the same on the Park Avenue Bus Loop between 7:00
a.m. and 4:00 p.m. on Monday through Friday of each week during the
school year, over the portion or section of Park Avenue that extends
from the intersection of Ward Avenue and Park Avenue to the intersection
of Park Avenue and Linden Street.
B.
Violations and penalties. Every person who commits
a violation under the provisions of this section shall be punished
by a fine not to exceed the sum of $20.

Restricted. The use and operation of heavy commercial
vehicles having more than two axles is restricted on the following
named streets or parts thereof, and in the manner outlined during
the period of time set forth:

B.
Exemptions. This section shall not apply to commercial
vehicles going to or coming from places upon such streets for the
purpose of making deliveries of goods, materials or merchandise to
or similar collections from abutting land or buildings or adjoining
streets or ways to which access cannot otherwise be gained or to vehicles
used in connection with the construction, maintenance or repair of
such streets or public utilities therein or to federal, state-, municipal-
or public-service-corporation-owned vehicles.
C.
Violations and penalties. Any person violating a provision
of this section shall be punished by a fine not to exceed the sum
of $75.

A.
Right-of-way in absence of signs or signals. The driver
of a vehicle approaching an intersection shall yield the right-of-way
to a vehicle which has entered the intersection from a different highway.
B.
Pedestrians. Pedestrians shall strictly comply with
the directions of any official traffic-control signal; pedestrians
are prohibited from crossing any roadway in a business district or
any designated highways except in a crosswalk.
C.
Right-of-way in crosswalk. When traffic control signals
are not in place or not in operation, the driver of a vehicle shall
yield the right-of-way, slowing down or stopping if need be to so
yield, to a pedestrian crossing the roadway within a crosswalk when
the pedestrian is upon the half of the roadway upon which the vehicle
is traveling, or when the pedestrian is approaching so closely from
the opposite half of the roadway as to be in danger, but no pedestrian
shall suddenly leave a curb or other place of safety and walk or run
into the path of a vehicle which is so close that it is impossible
for the driver to yield, except that any pedestrian crossing a roadway
at a point where a pedestrian tunnel or overhead pedestrian crossing
has been provided shall yield the right-of-way to all vehicles upon
the roadway.
D.
Crossing between intersections. Between adjacent intersections
at which traffic control signals are in operation, pedestrians shall
not cross at any place except in a marked crosswalk.

A.
Following fire apparatus. The driver of any vehicle
other than one on official business shall not follow any fire apparatus
traveling in response to a fire alarm closer than 500 feet or drive
into or park such vehicle within the block where fire apparatus has
stopped in answer to a fire alarm.
B.
Crossing fire hose. No vehicle shall be driven over
any unprotected hose of a Fire Department when laid down on any street
or private driveway to be used at any fire or alarm of fire, without
the consent of the Fire Department official in command.
No person shall throw or deposit upon any highway
any glass bottle, glass, nails, tacks, wire, cans, or any other substance
likely to injure any person, animal, or vehicle upon such highway,
or likely to deface the beauty or cleanliness of the highway, nor
shall any person in removing snow from any driveway, public or private,
leave the same in any condition so as to constitute a hazard on the
highway. The Director of Public Works shall post signs advising the
public of penalties for throwing debris on the highways.
A.
Prevention of leakage of load. No vehicles shall be
driven or moved on any highway unless such vehicle is so constructed
or loaded as to prevent any of its load from dropping, sifting, leaking,
or otherwise escaping therefrom; except that sand may be dropped for
the purpose of securing traction, or water or other substance may
be sprinkled on a roadway in cleaning or maintaining such roadway.
B.
Fastening of load and covering. No person shall operate
on any highway any vehicle with any load unless said load and any
covering thereon is securely fastened so as to prevent said covering
or load from becoming loose, detached, or in any manner a hazard to
other users of the highway.
(1)
No motor truck trailer or semi trailer which is used
for the purpose of hauling logs, pulpwood, lumber, or other materials
which by their very nature may shift or roll so as to be likely to
fall from such vehicle shall be operated or moved over any highway
unless its load is securely fastened to the vehicle by chains, cables,
or other approved devices as will effectively prevent the shifting
or falling of such load or any part thereof from the vehicle. The
ends of such chains, cables or other devices and any tire chains shall
be tied securely, whether the vehicle is loaded or unloaded, so that
loose ends shall not endanger pedestrians or other vehicles encountered
on the highway.

(2)
This section shall not be construed to include a truck
transporting lumber, wood, or sawmill wastes, when transported in
a box-type body with solid sides, provided that such truck is not
loaded higher than its sideboards.
(3)
No person shall operate a motor truck or other vehicle
carrying or transporting any rubbish, refuse, other debris or gravel
on any highway without first securely fastening a covering thereon
to prevent the contents from falling to said highway. No person shall
operate on any highway any vehicle with any load unless said load
and any covering thereon is securely fastened so as to prevent said
covering or load from becoming loose, detached, or in any manner a
hazard to other users of the highway.
(4)
A person who violates the provisions of this section
shall be fined not more than $100 for the first violation and not
less than $100 nor more than $500 for any subsequent violations.
C.
Projecting loads. Whenever the load upon any vehicle
extends to the rear or front four feet or more beyond the bed or body
of such vehicle, there shall be displayed at the extreme rear end
or front of the load, at the time specified in RIGL 31-24-1, a red
light or lantern plainly visible from a distance of at least 500 feet
to the sides, rear and front. The red light or lantern required under
this section shall be in addition to the red rear light required upon
every vehicle. At any other time there shall be displayed at the extreme
rear or front end of such load a red flag or cloth not less than 12
inches square and so hung that the entire area is visible to the driver
of a vehicle approaching from either direction.
The driver of any motor vehicle when traveling
upon a downgrade shall not coast with the gears of such vehicle in
neutral. The driver of a commercial motor vehicle when traveling upon
a downgrade shall not coast with the clutch disengaged.
A.
Times when lights required. Every vehicle upon a highway
within this Town at any time from sunset to sunrise and at any other
time when windshield wipers are in use, as a result of rain, sleet,
snow, hail or other unfavorable atmospheric condition, or at any other
time when there is not sufficient light or visibility because of severe
rain or any other condition to clearly see persons and vehicles on
the highway at a distance of 500 feet ahead shall display lighted
lamps and illuminating devices as hereinafter respectively required
for different classes of vehicles, subject to exceptions with respect
to parked vehicles as hereinafter stated in RIGL Title 31, Chapter
24.

B.
Illumination of rear registration plate; wiring of
rear lights in connection with headlamps. Either a tail lamp or a
separate lamp shall be so constructed and placed as to illuminate
with a white light the rear registration plate and render it clearly
legible from a distance of 60 feet to the rear. Any tail lamp or tail
lamps, together with any separate lamp for illuminating the rear registration
plate, shall be so wired as to be lighted whenever the headlamps or
auxiliary driving lamps are lighted.

A.
Right half of road. Upon all roadways of sufficient
width, a vehicle shall be driven upon the right half of the roadway,
except as follows:
(1)
When overtaking and passing another vehicle proceeding
in the same direction under the rules governing such movement;
(2)
When the right half of a roadway is closed to traffic
while under construction or repair;
(3)
Upon a roadway divided into three marked lanes for
traffic under the rules applicable thereon; or
(4)
Upon a roadway designated and signposted for one-way
traffic.
B.
Passing of vehicles proceeding in opposite directions.
Drivers of vehicles proceeding in opposite directions shall pass each
other to the right, and upon roadways having width for not more than
one line of traffic in each direction, each driver shall give to the
other at least 1/2 of the main traveled portion of the roadway as
nearly as possible.
C.
Overtaking on left. The following rules shall govern
the overtaking and passing of vehicles proceeding in the same direction,
subject to those limitations, exceptions, and special rules hereinafter
stated:
(1)
The driver of a vehicle overtaking another vehicle
proceeding in the same direction shall give a timely, audible signal
and shall pass to the left thereof at a safe distance and shall not
again drive to the right side of the roadway until safely clear of
the overtaken vehicle.
(2)
Except when overtaking and passing on the right is
permitted, the driver of an overtaken vehicle shall give way to the
right in favor of the overtaking vehicle on audible signal and shall
not increase the speed of the vehicle until completely passed by the
overtaking vehicle.
D.
Overtaking on the right.
(1)
The driver of a vehicle may overtake and pass upon
the right of another vehicle only under the following conditions:
(2)
The driver of a vehicle may overtake and pass another
vehicle upon the right only under conditions permitting such movement
in safety. In no event shall such movement be made by driving off
the pavement or main traveled portion of the roadway.
E.
Clearance for overtaking. No vehicle shall be driven
to the left side of the center of the roadway in overtaking and passing
another vehicle proceeding in the same direction unless such left
side is clearly visible and is free of oncoming traffic for a sufficient
distance ahead to permit such overtaking and passing to be completely
made without interfering with the safe operation of any vehicle approaching
from the opposite direction or any vehicle overtaken. In every event,
the overtaking vehicle must return to the right-hand side of the roadway
before coming within 100 feet of any vehicle approaching from the
opposite direction.
F.
Places where overtaking prohibited.
(1)
No vehicle shall at any time be driven to the left
side of the roadway under the following conditions:
(a)
When approaching the crest of a grade or upon
a curve in the highway where the driver's view is obstructed within
such distance as to create a hazard in the event another vehicle might
approach from the opposite direction.
(b)
When approaching within 100 feet of or traversing
any intersection or railroad grade crossing.
(c)
When the view is obstructed upon approaching
within 100 feet of any bridge, viaduct or tunnel.
(2)
The foregoing limitations shall not apply upon a one-way
roadway.
G.
Due care by drivers. Notwithstanding other provisions
of any local ordinances, every driver of a vehicle shall give way
to the right in favor of the overtaking vehicle on audible signal
and shall not increase the speed of his vehicle until completely passed
by the overtaking vehicle.
