It shall be unlawful for any person to park
any vehicle upon a street for the purpose of displaying it for sale.[1]

A.
No person shall stop, stand or park a vehicle, except
when necessary to avoid conflict with other traffic or in compliance
with law or the directions of a police officer or a traffic control
device, in any of the following places:
(1)
On a sidewalk.
(2)
In front of a public or private driveway.
(3)
Within an intersection.
(4)
On a crosswalk.
(5)
Within 20 feet of a crosswalk at an intersection.
(6)
Within 30 feet upon the approach to any flashing beacon,
stop sign, or traffic control signal located at the side of the roadway.
(7)
Between a safety zone and the adjacent curb, or within
30 feet of points on the curb immediately opposite the ends of a safety
zone, unless the traffic authority indicates a different length by
signs or markings.
(8)
Within 50 feet of the nearest rail of a railroad crossing.
(9)
Within 20 feet of the driveway entrance to any fire
station and on the side of a street opposite the entrance to any fire
station within 75 feet of the entrance (when properly sign-posted).
(10)
Alongside or opposite any street excavation
or obstruction when stopping, standing or parking would obstruct traffic.
(11)
On the roadway side of any vehicle stopped or
parked at the edge or curb of a street.
(12)
Upon any bridge or other elevated structure
upon a highway or within a highway tunnel.
(13)
At any place where official signs prohibit stopping
or parking.
(14)
At any curb cut or ramp for persons with disabilities.
(15)
Within 15 feet of a corner at an intersection.
(16)
At the edge of the road or curb facing the flow
of traffic, left wheels to curb.
(17)
More than 12 inches from a curb in a parallel
parked position.
(18)
Alongside any yellow curbing.
(19)
Within a loading zone.
(20)
Upon the paved or main travel part of the highway
within the lane of travel.
(21)
In a bus or taxi stand.
(22)
Within eight feet of a fire hydrant.
(23)
On any bicycle lane, trail or path.
(24)
Upon any crosshatched access aisle adjacent to disability parking
spaces.
B.
The following vehicles are exempt from the prohibitions contained in Subsection A:
(1)
School
buses or worker transport buses that are loading or unloading children
or workers, provided that the school bus or worker transport bus operates
its flashing bus-safety lights;
(2)
Subject
to the provisions of RIGL 31-21-6, vehicles that are momentarily stopped,
standing, or parked to admit or discharge passengers;
(3)
Taxicabs
that are momentarily stopped, standing or parked to admit or discharge
passengers;
(4)
Vehicles
that are momentarily stopped, standing, or parked for the purpose
of, and while actually engaged in, loading or unloading property;
(5)
Vehicles that are owned or operated by the state or a city or town when the vehicle must stop, stand, or park to perform maintenance or repair work on an area where stopping, standing or parking is prohibited under the provisions of Subsection A;
(6)
Vehicles that are disabled in such a manner, and to such extent, that the vehicle operator cannot avoid stopping or temporarily leaving the disabled vehicle in an area where stopping, standing, or parking is prohibited under the provisions of Subsection A;
(7)
Vehicles
that are momentarily stopped to allow oncoming traffic to pass before
making a right or left-hand turn, or in preparation for or while negotiating
an exit from the road.
C.
Every person or owner who commits a violation of the
provisions of this section, entitled "Stopping, standing and parking
restrictions," shall be fined $50 to be paid to the Westerly Municipal
Court Clerk no later than 30 days after the receipt of the parking
citation.
D.
There shall be a late fee of $50 charged to any person
failing to pay the fine for a parking violation under this section
within 30 days.
E.
The Chief
of Police may, upon request, grant permission to park vehicles in
designated tow or no-parking zones for limited times with conditions
as he/she determines.
It shall be unlawful for the operator of any
vehicle to park the same at any time where parking is prohibited,
or during any time when parking is restricted, or for any one consecutive
period of time longer than specified, on any of the following streets
or parts thereof.

B.
Pickup zones.
(1)
Pickup zones are areas of restricted parking for the
purpose of providing for the continual turnover of parking spaces
in an area where a large number of motorists require parking for a
short period of time, generally between five and 15 minutes.
(a)
It shall be unlawful for the operator of any
vehicle to park the same in excess of the specified time limit during
the hours of operation of the business(es) for which the pickup zone
has been designated.
(b)
Requests for pickup zones shall be made, in
writing, to the office of the Chief of Police. The Chief of Police
will investigate such requests and report his/her findings to the
Town Council.
(c)
The need for existing pickup zones will be reviewed
by the Chief of Police at least once per year. Whenever it is determined
that an existing pickup zone is no longer required or serving its
intended purpose, the Chief of Police will request that the Town Council
eliminate such pickup zones by amending this section.

The Director of Public Works shall cause the designated areas to be
posted as "three-hour parking zones - resident permit required." Any
vehicle parked on such areas without a parking permit as herein provided
shall be towed at the owner's expense and shall be fined $150.

For the purposes of this section, a "resident" shall mean a person
who claims Westerly as his or her permanent residence or a nonresident
taxpayer whose primary residence is in another state, but who owns
real property in the Town of Westerly and is listed on the current
Town tax roll.

Exemption. This section shall not apply to those residents or nonresident

Municipal parking lot.

Establishment.
The following parking lots are hereby established to be a municipal
parking lots to be managed and maintained by the Town of Westerly:

That area commonly known as 14 Canal Street, Westerly, Rhode Island.
Said parking lot having been leased to the Town of Westerly by The
Narragansett Electric Company.
(2)
Supervision.
The municipal parking lots shall be under the supervision of the Police
Department, in accordance with the provisions of this article.
(3)
Except
as provided for in this section, it shall be unlawful to park any
vehicle in the municipal parking lots in violation of any ordinance,
or to so park contrary to the rules established by the Town Council
or the Town Manager.
(4)
Fines.
Any person found to be in violation of this ordinance shall be subject
to a fine of $50 for each violation.
H.
Two-hour parking zone for three spaces located on Dixon Street adjacent
to Parkview Apartments, property of Westerly Housing Authority.

Location.
Commencing on the south side of Dixon Street at the intersection of
Lots 59 and 51 on Tax Assessor's Plat 57, thence traveling in an easterly
direction adjacent to the existing Parkview Apartment complex, three
parking spaces.
(2)
Purposes.
The purpose of these two-hour parking spaces is to serve the tenants
of Parkview Apartments with nursing services, health-care services,
home care, visiting aides, social services and pickup and dropoff
by immediate family members.
(3)
Parking
spots. These three parking spots shall be designated by signage and
striping.
(4)
Fines.
Any persons found to be in violation of this subsection shall be subject
to a fine of $50 for each violation.

the Town are designated as lands on which the parking of motor vehicles
of any description is prohibited, and as tow zones:

Frances Avenue, Gem Court, Governor Avenue, Kathleen Drive, Kimball
Avenue, Lawton Avenue, Linwood Avenue, Marie Street, Maplewood Avenue,

intersection with Pleasant Street.

Shelter Harbor area: Wagner Road, from the intersection
with Rossini Road south to a point 100 feet north of the Shelter Harbor
Fire District dock, both sides.
B.
This section shall not apply to vehicles parked for
religious services.
The Director of Public Safety shall cause the designated areas in § 238-67 to be posted as tow zones.
Any of the following conditions, if shown they
exist in relation to a motor vehicle located on streets or highways
within the Town, shall constitute a violation of this section, and
shall subject the vehicle to being removed by tow-away method at the
expense of the owner or person in charge of the same, at the order
of any police officer of the Town, and the owner or person in charge
shall pay a penalty in the amount of $50 in addition to the tow-away
charge and any storage thereon.
A.
Inoperable motor vehicles, which shall mean remaining
inoperative for a period of 72 consecutive hours.
B.
Immobile motor vehicles, which shall mean remaining
immobile for a period of 72 consecutive hours.
C.
Vehicles parked during periods of snow removal operation
by the Town with snow removal equipment, when such vehicles substantially
inhibit the operation of snow removal vehicles in removing snow or
ice from roads or highways within the Town.
All motor vehicles ordered removed by tow-away
shall be removed by a duly licensed tow vehicle, and record of storage
location of same shall be filed at the office of the Chief of Police.
The certified registration of any motor vehicle
shall be prima facie evidence that the registered owner of same created
the violation.
No authorized tow-away vehicle operator shall
release any vehicle removed for violation hereunder unless receipt
from the office of Chief of Police of payment of the penalty is shown
by the owner or person in charge of any vehicles for removal.

A.
Every person who commits a violation of the provisions of § 238-66, entitled "Parking prohibited or restricted in designated areas," shall be fined $50 to be paid to the Westerly Municipal Court Clerk no later than 30 days after receipt of a parking citation; provided, however, Bay Street, Larkin Road and Spray Rock Road overtime parking shall be subject to a fine of $150 to be effective seasonally between the hours of 8:00 a.m. and 6:00 p.m. from May 1 until October 1 of each year.

B.
There shall be a late fee of $50 charged to any person failing to
pay the fine for a parking violation under this section within 30
days. For those who pay the fine by mail to the Municipal Court, the
postmark will be used to determine the date that the fine was paid.

A.
Definitions.
(1)
The words "motor vehicle" or "vehicle" shall mean
any vehicle propelled or drawn by any nonmuscular power.
(2)
The words "parked vehicle" shall mean a motor vehicle
in a stationary position within the limits of a public highway.
(3)
The word "street" shall mean any public highway, road
or street in the Town of Westerly.
(4)
The word "snowstorm" shall mean such time as two inches
of snow have fallen and thereafter until the completion of snowplowing
operations.
B.
No person shall stop, stand or park, or allow to remain
parked, a motor vehicle upon any highway during a snowstorm emergency
or when a snowstorm occurs.
C.
The Town Manager or his designee is hereby authorized
to declare a snowstorm emergency.
D.
Any vehicle found parked in violation of this section
may be removed or conveyed by or under the direction of a member of
the Police Department by means of towing the same, or otherwise, to
a private or public garage or lot in the Town of Westerly. Such removal
shall be at the risk of the owner. Before the owner or person in charge
of such vehicle shall be permitted to remove the same from the custody
of the garage or lot where it was towed, such owner or person shall
furnish evidence of identity and ownership or right to possession
and shall pay towing and storage charges reasonably incurred in such
removal.
E.
The provisions of this section shall not apply to
emergency vehicles while on an emergency call, public service vehicles,
or physician and ambulances on emergency calls.

A.
It shall be unlawful for the operator of any motor
vehicle to park or permit to be parked a trailer, including but not
limited to a jet ski, personal watercraft or boat trailer of any kind,
nature or description, whether attached or unattached to a vehicle
to be parked on either side of the following streets for the entire
length of these streets:

Any vehicle with an attached trailer as herein described
or an unattached trailer parked in the above-referenced areas shall
be subject to towing at the operator's or owner's expense, and the
operator of said vehicles or the owners of said unattached trailers
shall be subject to a fine of $150 per violation.
