This article is enacted pursuant to §§ 46.2-1221 and 46.2-1225 of Title 46.2, Chapter 12, of the Code of Virginia, (1950), as amended, for the purposes of regulating the parking on County-owned or -leased property and to provide for enforcement of these provisions. The provisions of this article shall not apply to police, fire or public health vehicles or where a vehicle, because of a wreck or other emergency, is parked or left temporarily on the property of another.
It shall be unlawful for a vehicle to be parked in a parking space reserved as a fire lane in front of any County building, including the County schools.
Northumberland County will require:
A. 
That uncontested payment of parking citation penalties be collected and accounted for by a local administrative official or officials who shall be compensated by the locality;
B. 
That contest by any person of any parking citation shall be certified on an appropriate form, to the appropriate district court, by such official or officials; and
C. 
That the local administrative official or officials shall cause complaints, summons, or warrants to be issued for delinquent parking citations.
Unless otherwise stated, any person violating any provision of this article shall be subject to a fine of not less than $100 and not more than $500.
