A. 
Generally. No person shall make, or cause to be made, any loud, disturbing or unnecessary sound or noise such as may tend to annoy or disturb a person of ordinary sensibilities in or about any public street, alley or park or any private residence.
B. 
Operation of motor vehicles. No person shall operate a motor vehicle so as to cause the tires thereof to squeal, the horn to blow excessively or the motor to race excessively.

Except as otherwise provided, any person who shall violate any provision of this chapter shall be subject to a penalty as provided in Chapter 1, General Provisions, § 1-18 of this Code.

A. 
No driver of any vehicle within the City shall use or operate or cause to be used or operated any mechanical device designed to aid in braking or deceleration of his or her vehicle which results in the creation of a loud, explosive noise known as an engine compression brake and commonly referred to as a “Jacobs Engine Brake®” or “Jake Brake®.”
B. 
The provisions of Subsection A shall not apply to the application of engine compression brakes where necessary for the protection of persons and property which cannot be avoided by the application of an alternative braking system. Noise caused by the application of engine compression brakes created by emergency vehicles for emergency purposes shall also be exempt.
