A. 
The Village of Shorewood hereby elects to create the Parks and Public Spaces Committee.
B. 
The purpose and function of the Committee shall be the following:
(1) 
Provide general review and recommendations on the physical improvement, maintenance and use of all Village parks, park facilities, and other Village-owned public spaces. Items in the public right-of-way (i.e., street reconstruction or resurfacing, utility improvements, signs, tree planting or removal, lighting, etc.) will only be reviewed by the Committee if it is requested by a Village department or the Village Board.
(2) 
Review policies related to events and objects in the public right-of-way and make recommendations, if appropriate, to the Village Board and/or staff.
(3) 
Present an updated Comprehensive Outdoor Recreation Plan and Pedestrian and Bicycle Safety Master Plan for the Village Board to consider for approval.
(4) 
Collaborate with the Shorewood Recreation Department, School District, Milwaukee County Parks, other Village committees, Village departments, and other community groups on initiatives to improve the Village's parks, park facilities and other public spaces.
(5) 
Create educational programs and events that inform community members about the Village's parks, park facilities and other public spaces outlined in the Village Code. Events may also celebrate Shorewood as a bikeable and walkable community.
(6) 
Create civic engagement opportunities for community members to provide feedback on park uses, pedestrian and bicycle safety, transportation issues, and other topics related to public spaces.
(7) 
Publish annual report outlining initiatives completed, priorities for the upcoming year, and common themes heard from public input. Consult Village departments and community groups for valuable metrics and possible initiatives.
(8) 
Perform such other duties and assume such other responsibilities as it may be assigned by the Village Board.
A. 
The Committee shall consist of 13 members appointed by the Village Board. The Village President and Village Board shall be responsible for reviewing applications and recommending members to appoint or remove.
B. 
Members must be Shorewood residents.
C. 
Ex officio nonvoting members shall consist of a Village Trustee and a Village staff person to serve as liaisons for the Committee. Members of the Public Art Committee, School District, Elder Services Advisory Board, and Milwaukee County Parks will also be invited to attend.
D. 
Members shall serve a term of three years, provided that the initial Committee shall consist of five members appointed for a three-year term, four members appointed for a two-year term, and four members appointed for a one-year term. Upon expiration of these respective terms, all appointments thereafter shall be for a three-year term.
The Committee shall elect annually from its membership a Chair and a Vice Chair. A majority of the Committee shall constitute a quorum. Members of the Committee shall receive no compensation. The Committee shall meet monthly and/or on an as-needed basis. The Committee's meetings shall be publicly noticed and openly accessible to the public. A staff liaison shall be assigned to the Committee to take minutes and assemble necessary materials.
If the Committee needs to utilize a subcommittee structure to review public space issues, three subcommittees consisting of four members each can be adopted. The Chair would refrain from serving on any of the three subcommittees and be responsible for communicating with the subcommittee Chairs for updates. The subcommittees would consist of Parks, Pedestrian and Bicycle Safety, and Other Public Right-of-Way.
