As used in this chapter, the following terms shall have the
meanings indicated:
A vehicle propelled by the feet acting upon pedals and having
two or three wheels.
A seat manufactured and designed for the purpose of attaching
to a bicycle or motor bicycle and equipped with a safety belt, armrest,
backrest, footrest, and spoke protector, to be used by children under
the age of seven years.
A bicycle to which a power unit not an integral part of the
vehicle has been added to permit the vehicle to travel at the speed
of not more than 30 miles per hour with a one-hundred-fifty-pound
rider on a dry, level, hard surface with no wind and having a seat
for the operator; or
A two-wheeled or three-wheeled vehicle that has fully operative
pedals for propulsion by a human power and an electric motor of less
than 750 watts and that is capable, when powered solely by the motor,
of a maximum speed of less than 20 miles per hour with a one-hundred-seventy-pound
rider on a dry, level, hard surface with no wind.
Any person who drives, steers, pedals, or is in actual physical
control of a bicycle or motor bicycle.
A bicycle equipped with a seat, handlebars and a set of pedals
for each operator where one operator sits behind another.
A.Â
It shall be unlawful for any person living in the Village to operate
or use a bicycle or motor bicycle upon any of the public highways
within the Village of Shorewood unless properly registered with the
Village Clerk and a registration identification tag therefor obtained
from the Village of Shorewood.
B.Â
Every owner of any bicycle or motor bicycle within the Village of
Shorewood shall file with the Village Clerk a complete vehicle description
upon a registration form to be provided by the Village Clerk for such
purpose; such filing shall constitute a registration of such bicycle
or motor bicycle. Such registration shall be serially numbered, and
a record thereof shall be transferred by the Clerk to the Police Department
to be kept as a public record.
C.Â
Registration tags. Upon the registration with the Village Clerk,
the Clerk will issue a registration tag which will be serially numbered
to correspond with the registration thereof. The owner shall immediately
affix the registration tag to the vehicle in a conspicuous place.
Such registration tag shall thereafter remain as long as the owner
retains the bicycle or motor bicycle and remains a resident of the
Village. A charge as enumerated within the Village Fee Schedule shall
be made for any registration.[1]

Any officer of the Police Department shall have the further authority to impound an unregistered bicycle or motor bicycle which is subject to the provisions of this chapter if located or being operated on any public street, sidewalk, alley, or grounds. Further, a registration holder hereunder shall be subject to the penalties provided for under § 207-9 of this chapter.
Within 10 days after any bicycle or motor bicycle registered
hereunder shall have changed ownership, or been dismantled and taken
out of operation, such information shall be reported to the Village
Clerk by the person in whose name the vehicle has been registered.
A.Â
Every bicycle and motor bicycle shall at all times have attached
thereon a locking device to enable the operator thereof to lock it
when not in use.
B.Â
No bicycle shall be used on any street in the Village of Shorewood
to carry anyone other than its operator or operators unless equipped
with a child seat, in which case the following conditions and regulations
shall be observed:
(1)Â
The operator shall be 18 years of age or older.
(2)Â
The passenger shall be under the age of seven years and seated on
the child seat.
(3)Â
The child seat shall be fastened securely to the vehicle and shall
be located behind the operator's seat.
(4)Â
Only one child seat shall be attached to a vehicle; in the case of
a tandem bicycle, a child seat may be attached behind each operator.
C.Â
Except as hereinafter noted in Subsection C(1), no bicycle or motor bicycle shall be operated on any public sidewalk or any public park path or trail designated for solely pedestrian use.
(1)Â
Exceptions:
(a)Â
Children 12 years of age or less may be permitted to operate
a bicycle on public sidewalks and shall exercise due care for pedestrians
or others using the sidewalk.
(b)Â
Law enforcement officers in the necessary discharge of their
official duties may operate a bicycle on public sidewalks, paths or
trails.
(c)Â
Disabled persons may be permitted to operate a bicycle on a
public sidewalk, while accompanied by a responsible adult.
(d)Â
Persons may operate bicycles on public park paths or trails
designated for use of bicycles. When operating on such designated
paths or trails, the bicycle operator shall yield the right-of-way
to any pedestrian, shall exercise due care and shall give an audible
signal when overtaking and passing a bicycle operator or pedestrian
proceeding in the same direction.
D.Â
No person may operate a motor bicycle on any Village street unless:
(1)Â
The person operating the motor bicycle holds a valid driver's
license from Wisconsin or another state;
(2)Â
The motor bicycle is operated subject to all vehicle, traffic and parking requirements as set forth in Wisconsin Statutes and Chapter 500 of the Shorewood Village Code;
(3)Â
The motor bicycle is operated at a speed of 25 miles per hour or
less.
A.Â
The use of roller skates, in-line skates, skateboards and scooters
on public parking lots, steps of public buildings, public driveways
and public tennis courts or within the Village Hall/Village Center-Library
complex is hereby prohibited.
B.Â
It shall be unlawful for any person to use or operate upon any sidewalk
in the Village between the hours of 9:00 p.m. and 7:00 a.m. any roller
skates, in-line skates, skateboards and scooters except such as are
equipped with rubber tires upon each roller, blade or wheel thereof.
C.Â
Where the use of roller skates, in-line skates, skateboards and scooters
is not otherwise prohibited, those using them shall:

The use of in-line skates on public streets and alleys is hereby
prohibited except while crossing at a crosswalk.

In addition to other provisions of the Village of Shorewood Code which has adopted and incorporated, by reference, various provisions of the Wisconsin Statutes, the Village of Shorewood adopts by reference those provisions within Chs. 340 to 350, Wis. Stats., defining and describing regulations for bicycles and motor bicycles.
B.Â
In addition to other provisions referenced all provisions regarding
bicycles, electric personal assistive mobility devices and play vehicles
as contained within §§ 346.02, 346.77 through 346.82,
346.94 and 347.489, Wis. Stats., are incorporated herein by reference.
C.Â
No parent or guardian of any child shall authorize or knowingly permit
such child to violate any of the provisions of these ordinances or
those cited under § 346.77, Wis. Stats.
A.Â
In addition to penalties imposed hereinafter, any person who shall
violate any of the provisions of this chapter shall, upon conviction
thereof, be subject to the suspension of his bicycle registration
for not more than 30 days or to the revocation thereof.
