There is hereby declared an emergency to exist in the Village of Shorewood, by reason of a heavy snowfall, whenever snow accumulates during any period of 24 hours or less to a depth of three inches or more and in other cases of inclement weather when such snowfall or inclement weather causes a serious public hazard to exist which impairs transportation, the movement of food and fuel supplies, medical care, fire, health and police protection, and other services and facilities of the Village. Such emergency is declared to continue for a period of 48 hours or until such earlier time as snowplowing operations have been declared completed by the Director of Public Works. Whenever such an emergency exists and the Director of Public Works shall have caused announcement thereof to be made by not fewer than two radio stations whose normal operating range covers the Village of Shorewood, in addition to those parking regulations which would normally be effective, the parking regulations in § 500-41 shall also be effective for vehicles of any kind or description. Such regulations shall not apply to vehicles parked for a period of not longer than three minutes for actual loading or unloading of passengers or for a period of 30 minutes for actual loading or unloading of property.
A. 
Except as noted in Subsection C, between the hours of 12:00 midnight and 6:00 a.m., inclusive, it shall be unlawful for any person to park, or suffer to be parked, any vehicle of any kind or description upon any public street, alley or highway in the Village of Shorewood during a declared emergency as defined in § 500-40 hereof but subject to the exceptions contained in said section. The term "park" as used herein shall include a condition wherein a vehicle is stopped or standing.

B. 
It shall be unlawful for any person to park or suffer to be parked any vehicle of any kind or description upon any public street, alley or highway where temporary "No Parking" signs have been erected.
C. 
Exception. The snow emergency parking restrictions as contained in Subsection A shall be subject to the following exception:

(1) 
Parking will be permitted if otherwise allowed in these emergency parking zones: Wilson Drive, Capitol Drive (from Downer to Farwell and from Newhall to Wilson), and Oakland Avenue (from Kenmore to Kensington and from Edgewood to Shorewood Boulevard).
Pursuant to the provisions of § 166.23, Wis. Stats., the Director of Public Works is hereby authorized to erect temporary "No Parking" signs during existence of an emergency created by a snowstorm or excessive snowfall or inclement weather, as defined in this article, which impairs or prevents the full use of any highway, street or roadway in the Village for transportation.
Subject to the provisions of § 500-40 of this article, whenever such an emergency exists as hereinbefore described and a vehicle is illegally parked, stopped or standing in such a manner as to prevent or impede snow clearance or removal in any manner, in or upon any Village street, alley or highway, the Director of Public Works, or his designee, shall be authorized to move or remove or cause to be removed by a private contractor such vehicle to an off-street location or to any other portion of a street, alley, or highway within the limits of the Village or to any other location outside of the Village where such vehicle will no longer prevent or impede snow clearance or removal. A towing fee as provided by the Village Fee Schedule shall be charged to the owner of any vehicle moved or removed under the emergency powers granted in this article if such removal is accomplished by Village forces; if the removal is accomplished by a private contractor, the owner of such vehicle shall be liable to the private contractor for the cost of such removal. This section shall not be construed to exempt the owner from other penalties which he may incur in so permitting his vehicle to be stopped, parked or standing in violation of other provisions of the Shorewood Code.
