Pursuant to the Act of General Assembly of the Commonwealth of Pennsylvania, 1927, May 4, P.L. 519, its supplements and amendments, a committee to be known as the "Recreation Committee" is hereby created, consisting of nine members to be appointed by the Council of the Borough of Conway. Of the members first appointed, one member of said Committee shall be appointed for five years, two members for four years, two members for three years, two members for two years and two members for one year. Vacancies occurring in the Committee otherwise than by expiration of the term shall be filled for the unexpired term in the same manner as original appointments. Members of the Committee shall serve without pay.
The members of the Recreation Committee shall select their own Chairman and Secretary and all other necessary officers, to serve for a period of one year.
The Recreation Committee may, for the purpose of carrying out the provisions of this chapter, employ play leaders, recreation directors, supervisors, superintendents and any other officers or employees as it deems proper, whose salaries and wages and other necessary expenses of the Recreation Committee, where approved by Council, shall be provided for through proper appropriation by Council.
The Recreation Committee shall make full and complete reports to the Council at such times as may be designated or requested by Council.
The fiscal year of the said Recreation Committee shall conform to that of the Borough of Conway.
The Recreation Committee may accept any grant, gift, bequest or donation of service, equipment, real estate or money from any individual or group, to be used as specified by the donor and the terms of acceptance. The Recreation Committee shall, with prior approval of Council, have the authority to enter into contracts for the operation, conduct and maintenance of Borough recreational area facilities and centers, but this provision shall in no way limit or infringe upon Council's own powers to enter into contracts relative to recreation as heretofore.
Such powers as now or may hereafter be provided by the statutes of the Commonwealth of Pennsylvania or by ordinances of the Borough of Conway relating to the development and operation of recreational systems, public parks and playgrounds are hereby vested in the Recreation Committee, to be exercised by it, subject to any and all restrictions contained in such statutes and ordinances.
