There shall be a Department of Public Works, the head of which shall be the Director of Public Works. His or her compensation shall be upon the terms and provisions of the Salary Ordinance of the Township.
The Director of Public Works shall possess a bachelor's degree from an accredited college or university or have appropriate employment experience in the management or direction of a public works operation. He or she shall possess a public works manager certificate pursuant to N.J.S.A. 40A:9-154.6c.
The powers and duties of the Director of Public Works shall be to supervise and direct all of the employees of the Department of Public Works in performing the functions of the Department of Public Works, which shall include but not be limited to the following, and to perform such other duties and responsibilities as the Mayor or Business Administrator may designate:
A.
The construction, reconstruction and maintenance of Township streets and roads; regulation of the construction, maintenance, alteration and repair of sidewalks, curbs, gutters and encroachments by objects and structures above and below such streets, in accordance with the ordinances of the Township; and the construction, reconstruction and maintenance of all drainage in all streets, roads and easements under the jurisdiction of the Township.
B.
The construction and maintenance of Township grounds, docks, wharves and piers.
C.
The cleaning of streets, refuse and recyclable collection and disposal; and snow removal on all Township streets.
D.
Maintenance and repair of Township vehicles.
E.
Such other work as is assigned by the Mayor or Business Administrator.

There shall be, within the Department of Public Works, the Division of Parks, the head of which shall be the Supervisor of Parks. The Supervisor of Parks shall, under the supervision of the Director of Public Works, oversee and supervise the maintenance, and creation of the parks and recreational facilities owned, maintained or controlled by the Township of Brick.
