It is the intent of the Township of Girard to organize an authority under the Municipality Authorities Act of 1945, approved May 2, 1945, Pamphlet Laws 382, 53 P.S. § 301 et seq., as hereafter amended, supplemented, modified, reenacted or codified by the General Assembly of Pennsylvania.[1]

The name of the Authority shall be the "Girard Township Water and Sewer Authority."
In pursuance of said intention, the following Articles of Incorporation of the said Authority are hereby approved and adopted by the Supervisors on behalf of the Township of Girard, County of Erie and State of Pennsylvania, in the following form.[2]

The officers of the Township of Girard are authorized and directed to execute under its corporate seal the Articles of Incorporation of the proposed Authority in substantially the form set forth in this article, and such officers are authorized to do all acts necessary or appropriate to effect the incorporation of the proposed Authority.
The Girard Township Water and Sewer Authority is organized for the following purposes: to acquire, hold, construct, improve, maintain, operate, finance, own and lease, either in the capacity of lessor or lessee, sewer works, sewer supply works, sewer distribution systems and the general sewer authority and to acquire, hold, construct, improve, maintain, operate, finance, own and lease, either in the capacity of lessor or lessee, water works, water supply works, water distribution systems and the general water authority and for these purposes to have, possess and enjoy all of the rights, benefits and privileges granted to such authorities by the Municipality Authorities Act of 1945 as amended, supplemented, modified, reenacted or codified.[1]

An order shall be drawn on the Treasurer of the Township of Girard to pay the required fee for filing said Articles of Incorporation, and the amount necessary to pay said fee is hereby appropriated from the general treasury of the Township of Girard, County of Erie and Commonwealth of Pennsylvania.
