Streets and sidewalks — See Ch. 202.
In the interest of public safety, convenience and welfare of the residents of the Borough of Jewett City and the Town of Griswold, it is hereby deemed necessary to regulate and restrict the parking of vehicles on public roads, streets and highways within the control and limits of the aforementioned municipalities during a period of snow emergencies so that transportation, medical care, fire, health and police protection are not adversely affected.
As used in this chapter, the following terms shall have the meanings indicated:
SNOW EMERGENCY
A period of time as forecast by the United States Weather Bureau or the Connecticut Office of Emergency Management (Area 4) during which time vehicular and/or pedestrian traffic is expected to be hazardous due to the elements, and during which time the parking of vehicles could hinder, delay or obstruct the safe flow of such traffic and/or the proper cleaning, clearing and making safe the public roads, streets and highways within the Borough of Jewett City and the Town of Griswold.
A. 
A snow emergency shall be declared by the First Selectman or his designee, either before, during or after a fall of snow, sleet or freezing rain, when, in his sound judgment and discretion, the circumstances warrant determination of such an emergency in the interest of safety upon the public roads, streets and highways of the Borough of Jewett City and the Town of Griswold.
B. 
The First Selectman shall cause public announcements of such determination of snow emergency prior to the time of becoming effective, after which time a snow emergency shall be in effect. The First Selectman or his designee shall determine when such emergency no longer exists and shall make public announcements of the same. Announcement is to be made over radio station WICH (1310 AM) and WCTY (97.7 FM), Norwich, Connecticut.
A. 
It shall be unlawful at any time during the period of any snow emergency under the provisions of this regulation for the owner of a vehicle or person in whose name it is registered to allow or permit said vehicle to remain parked on the odd-numbered side of any public road, street or highway of the Borough of Jewett City and the Town of Griswold or in any area where signs prohibit such parking during winter storms.
B. 
It shall be unlawful at any time during the period of any snow emergency under the provisions of this regulation for the owner of a vehicle or person in whose name it is registered or the lessee of any such vehicle to allow or permit it to remain parked on either side of the following streets: Carley Avenue, Dey Street, Dwyer Street, High Street, Lincoln Square, Pulaski Street, Rhea Street, Ruszenas Street and Tracy Avenue.[1]

The provisions of Connecticut General Statutes § 7-163a removing liability of the Borough of Jewett City and the Town of Griswold to any person injured by the presence of ice and/or snow on a public sidewalk are hereby adopted pursuant to the terms of said statute.
