Pursuant to Section 510 of the Charter, there shall be an Advisory
Parks and Recreation Board to consist of seven members who shall serve
for terms of three years commencing July 1 of the year of appointment.
In addition to the duties of the Board as set forth in the Sections
510 and 604 of the Charter, it shall also advise and assist in the
continuing care and furnishing of the Solomon Welles House and grounds.
A.
All appointments to the Parks and Recreation Board shall be made
by the Council and shall be made in such a manner that the terms of
not more than three members expire on July 1 of each year; provided,
however, that the initial appointments to the combined committee shall
be for such lengths, not to exceed three years, as the Council may
deem appropriate.
B.
Any vacancy on the Parks and Recreation Board shall be filled by
appointment of the Council for the unexpired portion of the term for
which such a vacancy exists.
The Council, in addition to the appointment of seven members
of the Parks and Recreation Board, shall also appoint two alternate
members to said Board who shall each serve for three-year terms commencing
July 1 of the year of appointment. Said alternate members shall not
sit on the Board unless called upon by the Chairman to attend a meeting
in the absence of a regular member of said Board. The Parks and Recreation
Board shall be authorized to establish a procedure for the sitting
of the alternate members in a fair and reasonable manner.
