[HISTORY: Adopted by the Town Council of the Town of Wethersfield as Secs. 1-9-1 through 1-9-6 of the Code of 1972. Amendments noted where applicable.]
The purpose of this chapter is to establish a Local Housing Partnership in the Town of Wethersfield to assist in addressing the issue of affordable housing in accordance with Public Act 88-305.
The Town of Wethersfield hereby establishes a Local Housing Partnership to address and develop ways to increase the supply and availability of affordable housing.
A. 
Appointment to the Local Housing Partnership will be made by the chief elected official of Wethersfield.
B. 
The partnership shall consist of the following members:
(1) 
Chief elected official.
(2) 
Chairperson of the Council Subcommittee on Housing.
(3) 
Representatives of the Planning and Zoning Commission, Inland Wetlands Commission and Housing Authority and Economic Development Commission, not to exceed six in number.
(4) 
Representatives of the local business community, to include a local banker, realtor and developer, not to exceed six in number.
(5) 
Representatives of public interest groups, may include housing advocates, clergy members, local civic groups and local nonprofit corporations, not to exceed eight in number.
(6) 
Local urban planning, land use and housing professionals, not to exceed four in number.
C. 
The terms of the members will be for periods of three years.
The Local Housing Partnership, in accordance with Public Act 88-305, will work with the State Department of Housing to ensure the following designations in the process of addressing affordable housing:
A. 
Initial designation. The Town of Wethersfield will submit this chapter as evidence that the Local Housing Partnership has been formed in accordance with Public Act 88-305 and will submit evidence to the Commissioner of Housing that sufficient local resources have been committed to the Local Housing Partnership.
B. 
Development designation. The Local Housing Partnership will identify housing needs and opportunities in the community; explore availability of any state, municipal or other land that is suitable for the development of affordable housing; review applicable zoning regulations; establish priorities and develop long-range plans to meet identified housing needs; develop a written proposal for achievement of these plans; and start a project to create affordable housing in Wethersfield.
C. 
Maintenance of development designation. On April 12, 1991, the Wethersfield Housing Partnership received development designation. In accordance with Section 8-336f of the Connecticut General Statutes, the Wethersfield Housing Partnership shall work to maintain the development designation status through the affordable housing activities it has identified.

The Local Housing Partnership shall not have the right to expend any public funds of the Town of Wethersfield in carrying out any of the activities authorized by this chapter without prior approval by the Town Council nor shall the Local Housing Partnership have the right to bind the Town of Wethersfield by contract, agreement or otherwise without prior and specific approval of the Town Council.

Unless amended by the Town Council, this chapter shall be effective until October 1, 1997.
