It is declared that pollution of the air is
a public nuisance. Any pollution of the air creating or contributing
to the creation of a hazard to health or comfort shall be in violation
of this section.
No contractor or property owner or his agent
shall permit the creation of particulate matter on any property if
such particulate matter is allowed to be carried beyond the boundaries
of the property where created. Material carried out onto any public
street shall be removed by the contractor, owner or agent before such
material becomes airborne.
