Except as provided in Title 28, Chapter 11, of the Delaware Code, any
person or persons keeping a house or any premises within the Town of Millsboro
wherein gambling or playing of cards, craps or other games of chance or hazard
is allowed shall be deemed guilty of a nuisance, and any and all inmates thereof
shall be deemed equally guilty with the proprietor or proprietors and shall,
upon conviction, be fined not less than $25 nor more more than $100, plus
court costs and Victims Compensation Fund assessment, for each offense.
