Upon receipt of evidence of hardship, the Township of Blackman
may defer partial or total payment of a sewer tap fee.
As a condition for a deferred or partial payment of a tap fee,
the Township of Blackman may require mortgage security on the real
property of the person applying for such hardship deferment. Said
security may, depending upon the circumstances, be payable upon sale
or transfer of the real estate, or upon death of the person applying
for the deferment.
As used in this article, the following terms shall have the
meanings indicated:
Includes but is not limited to those persons who reasonably
are unable to pay all or part of the sewer connection or tap fee by
reason of permanent unemployment, substandard income, substandard
fixed income, extraordinary financial obligations on the part of the
person applying for said deferment or extraordinary illness on the
part of the person or a member of the family of the party applying
for the determent.
No deferment or partial payment for a connection or tap fee
shall be made until such time as the Township receives written evidence
of said hardship, and/or other evidence as may be requested by the
Township from time to time.
