Every owner or occupier of property shall, within 24 hours after the cessation of any snowfall or the formation of ice upon sidewalk, cause the same to be removed from the sidewalk adjoining their property. In cases where ice cannot be removed, it shall be treated with ashes or sand sufficient to render the sidewalk passable.
A. 
Within the same time period, the owner or occupier shall also clean, or cause to be cleaned, the gutters in front of their property to ensure the free and uninterrupted flow of water.
B. 
At no time shall any owner or occupier of property permit wastewater, drain water, mud, or any other obstruction to remain in the gutters fronting their property under any circumstances.
Each person violates any provision of this article shall, upon conviction, be subject to a fine not exceeding $500 for a first offense. Repeat offenders may be fined up to $2,000.
