A.
Employment in the Township shall be based on merit
and fitness, free of personal and political considerations.
B.
Appointments, promotions and other personnel actions
shall be on a merit basis.
C.
Qualified Township residents shall be given first
consideration for vacancies and new positions.
D.
A "qualified Township resident" is an individual who
has been a bona fide resident of Egg Harbor Township for 12 consecutive
months prior to the date of filing their application for consideration
for vacancies and new positions.

E.
The Township Committee must formally approve the creation
of any new position. In addition, there must be provided in the proper
current budget specific and adequate funds to compensate such employee.

F.
Those employees who are subject to the provisions
of negotiated collective-bargaining agreements shall be exempt from
those provisions of this chapter which are inconsistent with such
agreements.

G.
A comprehensive personnel manual shall be established
by resolution of the Township Committee. The manual shall be reviewed
annually for compliance with federal and state laws and Township policies.

The Township Committee may by ordinance abolish,
increase, decrease or modify the terms and compensation of any office
of the Township, except that the Township Committee may not abolish
or alter the terms of an office that has been, or is, created by general
law. Except where an office is abolished, no decrease or modification
of its terms and compensation shall affect any incumbent holding such
office for the duration of the term for which he was appointed.
For the purpose of carrying out the provisions
of this chapter, employees of the Township, whether full time, part
time or hourly, shall deal directly with their respective department
heads. They shall not bypass their department heads under whose jurisdiction
they serve, in any matter concerning the operation of their department.
A "full-time employee" shall be any employee
of Egg Harbor Township who works full time each week in any department
of the Township the number of hours prescribed by the department head
under whose jurisdiction the employee and department operates, and
as approved by the Township Committee.
