It shall be unlawful for any person, firm or corporation to distribute, pass out, tack or place any sign, bill, poster or other advertisement, pamphlet or handbill upon any private property or place, including mailboxes and/or posts, in any manner, without:
A. 
First obtaining a written or oral order or consent for such specific delivery or distribution;
B. 
Obtaining a written order or consent for such deliveries or distributions generally; or
C. 
First enclosing therein or affixing thereto two postage paid postal cards, preaddressed, containing sufficient language and information to permit the person owning or occupying such property or place to express his or her desire not to receive similar future deliveries or distributions. On such card shall be appropriately addressed the person, firm or corporation making such deliveries or causing the same to be made. The other such card, a duplicate of the first card, shall be addressed to the City Clerk of Amsterdam, New York.
Any person, firm or corporation so distributing advertising as herein set forth shall, at least every six months, provide the person owning or occupying the property with prepaid postal cards as herein set forth for the purposes described in § 64-13 above. The first of such notices pursuant to this article shall be provided on or about September 1, 1975.
Notwithstanding the provisions of § 64-13 of this article, it shall be unlawful for any person, firm or corporation to distribute, pass out, tack or place any sign, bill, poster or other advertisement of any nature upon any private property or place, including mailboxes and/or posts, in any manner, except between the hours of 7:00 a.m. and 7:00 p.m.
Notwithstanding the provisions of § 64-13 of this article, it shall be unlawful for any person, firm or corporation to distribute, pass out, tack or place any sign, bill, poster or other advertisement of any nature upon any private property or place, including mailboxes and/or posts, in any manner, where the person owning or occupying such property or place has ordered the person making such deliveries or distributions or causing the same to be made to terminate such deliveries or distributions to such property or place, for so long as such order shall remain in effect. Any direction or order for termination of deliveries once made shall remain in effect until such direction or order is terminated, in writing, by the person making the same.
The provisions of this article shall not apply to notices posted by order of the court or notices to the public required by law to be posted in a public place or to matters exclusively espousing any position with respect to any cause or causes or to any candidate or candidates for any office or position in any election.
A violation of this article shall be deemed an offense. All persons, including corporations, found in violation shall be subject to a fine of not more than $250, imprisonment for not more than 15 days, or both such fine and imprisonment.
