It shall be unlawful for any person, firm or corporation to distribute, pass out, tack or place any sign, bill, poster or other advertisement, pamphlet or handbill upon any private property or place, including mailboxes and/or posts, in any manner, without:
A.
First obtaining a written or oral order or consent for such specific delivery or distribution;
B.
Obtaining a written order or consent for such deliveries or distributions generally; or
C.
First enclosing therein or affixing thereto two postage paid postal cards, preaddressed, containing sufficient language and information to permit the person owning or occupying such property or place to express his or her desire not to receive similar future deliveries or distributions. On such card shall be appropriately addressed the person, firm or corporation making such deliveries or causing the same to be made. The other such card, a duplicate of the first card, shall be addressed to the City Clerk of Amsterdam, New York.
