It shall hereafter be unlawful to throw, scatter, deposit or place any ashes, rubbish, garbage, paper, bills, advertising circulars and refuse of any and all kind in or upon any of the streets, sidewalks, avenues, alleyways or public grounds of the City of Amsterdam unless the same are to be and are immediately removed by the person or persons, company or corporation, its servant or servants throwing, scattering, depositing or placing said ashes, rubbish, garbage, paper, bills, advertising circulars and refuse of any and all kind in or upon any of the streets, sidewalks, avenues, alleyways or public grounds of said city.
It shall hereafter be unlawful to throw, scatter, deposit or place any ashes, rubbish, garbage, paper, bills, advertising circulars or refuse of any and all kind in any creek, river or pond within the corporate limits of the City of Amsterdam.
This chapter does not prohibit the use of clean ashes in the making or repairing of sidewalks or roads, nor does it prohibit the placing of ashes, garbage, rubbish or refuse of any and all kind in or upon said streets, avenues, alleyways or public grounds, provided that said ashes, garbage, rubbish or refuse of any and all kind are in proper receptacles passed upon and approved by the Department of Health of said city and placed therein for collection only.

Any person or persons, company or corporation or its servant or servants violating any of the provisions of this chapter shall be guilty of a misdemeanor and, upon conviction thereof, subject to a fine of not less than $100 nor more than $1,000 for each offense.
