It shall hereafter be unlawful for any person, corporation or company to sweep, throw or cause to be swept or thrown from any street, railroad track, switch or siding in any public street within the City of Amsterdam any snow or ice or other substance in any portion of any such street so as to in any way encumber, block, obstruct or interfere with travel or passage on and over any such street or any part thereof.
Whenever snow or ice accumulates upon any such track, switch or siding to such a depth that it cannot be removed with ordinary scrapers attached to the streetcars, it shall not be lawful to plow or scrape any such snow or ice upon the adjoining portions of the street, and the same shall not be removed from their tracks, sidings or switches unless it be carted or carried off from the street to some proper place where it does not interfere with the free use and travel of any such street or any other street.
The sweeping, throwing or pushing of any snow or ice from the tracks, sidings or switches of any street railway company occupying any of the public streets of the City by any such corporation, company or its agents, over and on any other portion of any such streets, is absolutely forbidden and prohibited, and all such surplus snow and ice taken or swept from their tracks, sidings and switches must be promptly removed, carted and carried away from and off any such street and without delay.
In case such person, corporation or company shall fail, neglect or refuse to so remove such snow and ice so thrown from its tracks upon any street or any portion thereof, the Common Council may remove the same, upon notice to any such person, corporation or company, and the cost or expense of such removal shall be a charge against and paid by such company or corporation.
It shall be the special duty of the Police Department of this City to see that this article is strictly enforced.
Any person, company or corporation violating any provision of this article shall forfeit and pay and be liable to a fine and penalty of $100 for each and every such offense.
