No person without permission from the Board of Trustees shall discharge any blast of any explosive materials at any point within the village limits. A permit may be obtained from the Village Board upon the submission of a written application, the payment of any application fee determined by resolution of the Village Board and the holding of a public hearing by the Village Board upon not less than five (5) days' notice to the public.
Any person found guilty of a violation of this chapter shall be punishable by a fine of not exceeding two hundred fifty dollars ($250.) or by imprisonment not exceeding fifteen (15) days, or by both such fine and imprisonment.
