It is hereby found and determined that:
A. There is a growing problem of public intoxication, disorderly
conduct, use of controlled substances and related activities and nuisances
in the various neighborhoods in the Village of Morrisville.
B. There is also a growing problem of nuisances caused by
abandoned and junk vehicles being left and/or stored on public and private
property within the village.
C. Vehicles not in use yet stored on public or private property
can constitute both a public and/or private nuisance. Some may be a source
of potential injury to children and others who may find them an attractive
nuisance. These vehicles may constitute a blight on the village's landscape;
they may destroy the aesthetic qualities of the village, and they may be generally
otherwise unsightly. The existence of these vehicles tends to depreciate not
only the property on which they are located but also the property of other
persons in the neighborhood and the village generally. These vehicles may
render the village a less safe and less pleasant place in which to live and
do business and hurt the welfare of the village as a whole.
D. Such activities and nuisances result in the deterioration
of our neighborhoods and endanger the health, safety and welfare of the people
of the Village of Morrisville.
E. The Village Board finds it in the best interest of the
public health, safety and welfare of the people of the Village of Morrisville
to pursue any and all remedies to abate these activities and nuisances.
